UN Human Rights Experts Denounce “Disinformation Campaign” Against Palestinian Territories Rapporteur

The Coordination Committee of the UN Human Rights Council’s Special Procedures has issued a forceful rebuke against what it calls “vicious attacks, rooted in disinformation” targeting Francesca Albanese, the UN Special Rapporteur on human rights in the Palestinian territories occupied since 1967.

In a statement released today, the Committee rejected accusations made by several state ministers against Albanese following comments allegedly made at the 17th Al Jazeera Forum. “We denounce actions by Ministers of certain States to rely on manufactured facts and criticise Ms Albanese for statements that she never made,” the Committee stated.

The controversy emerges amid heightened international tensions over the ongoing conflict in Gaza, where the death toll has climbed into the thousands since October 2023. As Special Rapporteur, Albanese’s mandate requires her to investigate alleged violations of international law in the occupied Palestinian territories, making her position inherently sensitive in the politically charged environment.

According to the Committee, the recent criticism is part of a coordinated campaign against Albanese that includes sanctions imposed against her last year. These sanctions were characterized as unlawful and having “devastating consequences” for her and her family. The statement did not specify which countries had imposed these sanctions, though Albanese’s criticism of Israeli military operations has drawn condemnation from Israel and some of its allies.

“This represents a dangerous trend in global politics,” a diplomatic source familiar with the matter told reporters on condition of anonymity. “When independent investigators become targets for doing their job, it undermines the entire international human rights framework.”

The Committee warned that politically motivated attacks against human rights experts, UN officials, and international judges engaged in accountability efforts risk becoming “the new normal” in international relations. This comes at a time when several international bodies, including the International Court of Justice and the International Criminal Court, are examining alleged violations in the Israeli-Palestinian conflict.

Albanese, an Italian legal expert appointed to the position in 2022, has been outspoken about what she describes as systematic human rights violations in the occupied territories. Her reports have documented concerns about settlement expansion, restrictions on movement, and the humanitarian impact of military operations—findings that have provoked strong reactions from Israeli officials who dispute her characterizations.

The UN Human Rights Council established the Special Rapporteur position to investigate alleged violations of international humanitarian law and the Fourth Geneva Convention in Palestinian territories occupied since 1967. The Committee emphasized that Albanese is carrying out a mandate formally entrusted to her by UN Member States.

“States claiming to uphold human rights, justice and the rule of law should invest their time and energy in holding to account perpetrators of egregious human rights violations, rather than targeting those investigating and exposing international crimes in an objective way,” the Committee stated.

The statement also criticized calls for Albanese’s resignation, suggesting that government representatives should instead focus on accountability efforts related to alleged war crimes and crimes against humanity in Gaza. The Committee specifically mentioned proceedings before the International Criminal Court as a more appropriate focus for government attention.

The confrontation highlights the increasing politicization of human rights mechanisms within the UN system. Human rights observers note that Special Rapporteurs across various mandates have faced growing resistance and personal attacks in recent years, particularly when investigating situations involving powerful nations or their allies.

The Committee concluded with a broader appeal to UN Member States, urging them to “reflect on their own roles” in enabling or defending what it described as unlawful actions by the Government of Israel, and to “choose to stand on the right side of history.”

This dispute occurs against the backdrop of one of the deadliest periods in the long-running conflict, with international humanitarian organizations warning of catastrophic conditions for civilians in Gaza and renewed diplomatic efforts struggling to produce a sustainable ceasefire.
