The United Nations Support Mission in Libya (UNSMIL) has issued a statement clarifying its funding structure and financial oversight mechanisms amid what appears to be public misinformation about the organization’s operations and the implementation of its Libyan roadmap.

In its statement, UNSMIL explained that like all UN political missions worldwide, its funding comes from two primary sources: assessed contributions from all 193 UN Member States, including Libya, and voluntary contributions from individual member states for specific projects and programs.

“All funding is safeguarded through the UN’s global system of financial oversight,” the statement emphasized, detailing a comprehensive framework that includes “mandatory reporting, multi-layered approval processes, and independent auditing to verify that every disbursement aligns with the Mission’s mandate.”

The mission took pains to stress that donor countries have no influence over the political process despite their financial contributions. According to UNSMIL, at least 13 countries and regional organizations have provided voluntary funding for its political initiatives in Libya, but these donors cannot determine “the agenda, participants or outcomes” of the political process.

This clarification comes at a critical time for Libya, which has experienced prolonged political instability since the 2011 uprising that toppled Muammar Gaddafi’s regime. The country remains divided between rival administrations in the east and west, with various international powers backing different factions.

UNSMIL highlighted several high-impact initiatives it has funded through voluntary contributions, including de-mining operations, management of war remnants, institutional reform efforts, and support for elections. The mission emphasized that these programs are designed to benefit the Libyan population directly.

One significant funding mechanism detailed in the statement is the “Assistance to the Political Dialogue and Civic Engagement” project, launched in April 2015. This initiative provides essential logistical, technical, and operational support for UN-facilitated intra-Libyan talks and creates platforms for broader Libyan participation, including youth, women, and civil society organizations.

The project covers costs associated with political processes, including travel, venue rental, security arrangements, and technical expertise. It also supports efforts to unify Libya’s fractured institutions and develop solutions to governance, economic, security, and reconciliation challenges.

In an apparent response to accusations of external interference, UNSMIL reaffirmed its commitment to “a Libyan-owned, Libyan-led political process,” stating that “Libya’s future belongs only to Libyans.” The mission condemned attempts to “manipulate public opinion by spreading false narratives” and called on all Libyan stakeholders to work together to restore power to the Libyan people.

The clarification comes amid growing international concern about the situation in Libya, where repeated attempts to hold elections have failed, and tensions between rival factions have periodically escalated into armed conflict. Despite years of UN-led peace efforts, the country continues to face significant challenges in establishing lasting stability and effective governance.

UNSMIL’s statement appears intended to counter narratives that foreign donors might be influencing Libya’s political trajectory through financial leverage over the UN mission. By detailing its funding mechanisms and oversight processes, the mission is seeking to assure Libyans of its impartiality and commitment to facilitating an inclusive political solution driven by Libyan priorities rather than external agendas.
