Ukraine’s Election Postponement Due to War, Not Western Control, Experts Say

Presidential elections in Ukraine remain postponed as the country continues to operate under martial law imposed since Russia’s full-scale invasion began on February 24, 2022. Despite claims from pro-Kremlin figures suggesting otherwise, the delay stems directly from legal restrictions during wartime, not from President Volodymyr Zelensky’s desire to maintain power.

Former Ukrainian Prime Minister Mykola Azarov, now a fugitive sentenced in absentia to 15 years in prison for treason, recently claimed that elections in Ukraine would only take place if “the Zelensky regime no longer exists” and is replaced through Western intervention. Azarov alleged that Zelensky’s actions are “under the full control of the USA and Great Britain,” suggesting the Ukrainian leader would eventually be removed in a manner similar to regime change operations elsewhere.

These assertions deliberately misrepresent Ukraine’s electoral situation. Ukrainian law explicitly prohibits elections during martial law, which remains necessary as Russia continues its military campaign against the country. President Zelensky has clarified that elections cannot be held during temporary pauses in fighting but would require a genuine end to hostilities with proper security guarantees.

Electoral experts point out that conducting legitimate elections involves much more than simply opening polling stations. Ukraine’s Central Electoral Committee estimates that even after martial law ends, a six-month preparatory period would be necessary to update voter rolls, form electoral commissions, register candidates, organize campaigns, ensure media access, print ballots, and arrange for both domestic and international observers.

The logistical challenges are immense. Approximately 4.4 million Ukrainian citizens currently receive temporary protection in EU countries, according to Eurostat data from February 2026. Millions more are internally displaced. Large portions of Ukrainian territory remain under Russian occupation, and frontline military personnel would face significant obstacles to participation.

Any election held under these circumstances would risk excluding substantial portions of the electorate, potentially delegitimizing the results and creating vulnerabilities in Ukrainian institutions during wartime.

The comparison between Zelensky and Venezuelan President Nicolás Maduro, drawn by Azarov, appears designed to suggest that Western powers will eventually abandon Ukraine’s leadership. This false analogy attempts to frame Ukraine’s situation as the result of foreign manipulation rather than addressing the genuine obstacles to democratic processes during an active invasion.

Significantly, pro-Kremlin media coverage of Ukraine’s electoral situation consistently omits Russia’s role as the primary cause of the postponement. By attributing the delay to Zelensky’s alleged unwillingness to hold elections rather than to Russia’s military aggression, these narratives attempt to shift blame away from Moscow.

Such messaging aligns with broader Kremlin propaganda that portrays Ukraine as lacking sovereignty and being controlled by Western powers – narratives that have been used to justify Russia’s invasion. These claims contradict the reality that Western military, financial, and diplomatic support aims to assist Ukraine’s defense rather than control its government.

The assertions about Ukraine’s electoral process come from a highly questionable source. Azarov fled Ukraine following the 2014 Revolution of Dignity and has been found guilty of attempting to overthrow the constitutional order and justifying Russian aggression. According to Ukrainian investigators, he has collaborated with Russian special services and uses social media to spread pro-Kremlin propaganda.

As the war approaches its fifth year, Ukraine’s ability to return to normal democratic processes remains directly tied to Russia’s continued military actions against the country – a fact conspicuously absent from pro-Kremlin commentary on Ukraine’s electoral future.
