Taiwan’s intelligence agency has uncovered an extensive Chinese disinformation campaign targeting the island’s public opinion through thousands of fake social media accounts and millions of misleading content pieces, officials revealed Thursday.
The National Security Bureau (NSB) of Taiwan detailed how Beijing is leveraging Chinese technology and marketing firms to execute sophisticated “cognitive warfare” operations designed to sow discord among Taiwan’s population.
According to the NSB analysis titled “Cognitive Warfare Tactics against Taiwan in 2025,” intelligence officials have identified more than 45,000 fraudulent social media accounts and approximately 2.314 million pieces of disinformation circulating online.
“These campaigns represent a coordinated effort orchestrated by China’s Central Publicity Department and Ministry of Public Security,” said an NSB spokesperson. “The scale and sophistication of these operations have increased significantly in recent months.”
The operations reportedly involve Chinese IT companies that have developed automated systems to manage networks of fake and bot-operated accounts. These technological assets enable the rapid deployment and scaling of disinformation campaigns across multiple platforms simultaneously.
Intelligence officials specifically named several marketing firms allegedly involved in the operation, including Haixunshe, Haimai, and Huya. These companies have reportedly created fake news websites that promote narratives aligned with Beijing’s interests regarding Taiwan.
The Beijing-backed Wubianjie Group has employed a particularly subtle approach, according to the NSB. The firm allegedly operates content farms through Facebook pages that initially publish sensational entertainment content to build follower bases before gradually transitioning to political messaging designed to influence public opinion.
“This represents a sophisticated evolution in influence operations,” noted Dr. Lin Wei-Cheng, a disinformation researcher at National Taiwan University who wasn’t involved in the report. “By first building credibility and audience through non-political content, these operations can more effectively deliver their political messaging to unsuspecting followers.”
The NSB assessment identifies several strategic objectives behind China’s disinformation campaigns. These include deepening societal divisions within Taiwan, weakening resistance to external pressures, discouraging international support for the democratic island, and gradually increasing Taiwanese acceptance of Beijing’s agenda regarding cross-strait relations.
The timing of this revelation comes amid heightened tensions across the Taiwan Strait. China claims Taiwan as its territory despite the island functioning as a self-governing democracy with its own military, currency, and democratically elected government since 1949.
In response to these influence operations, Taiwan’s security apparatus has implemented a multi-faceted counterstrategy. The NSB reports it has strengthened cooperation with domestic government agencies, established partnerships with fact-checking organizations, and coordinated with major social media platforms to enhance transparency and remove false information.
“Cognitive warfare represents one of the most significant security challenges facing Taiwan today,” said the NSB spokesperson. “Unlike conventional military threats that can be countered with traditional defenses, disinformation campaigns target the very fabric of our democratic society.”
The bureau also highlighted Taiwan’s growing international collaboration on the issue. Over the past year, Taiwanese officials conducted more than 80 security dialogues and intelligence-sharing meetings with democratic partners worldwide to jointly address China’s information warfare strategies.
