Russian President Vladimir Putin has made a series of disputed claims about Russian military advances in Ukraine, according to Ukrainian officials who quickly challenged the accuracy of his statements.

During a visit to a Russian military command post, Putin claimed Russian forces had “liberated” the cities of Krasnoarmiysk and Vovchansk, and begun operations to take control of Gulyaipol. He also announced plans to create a “security zone” along the border with Ukraine in the area under the responsibility of Russia’s “Sever” military group.

The Russian leader further asserted that his forces were making “successful” advances in Ukraine’s Dnipropetrovsk region, framing the conflict as a “tragedy for the Ukrainian people” while making no mention of Russian casualties, which independent analysts have estimated to be substantial.

Ukrainian officials were quick to refute Putin’s claims. Andriy Kovalenko, head of the National Security and Defense Council’s “Center for Countering Disinformation,” specifically contradicted the assertion that Russian forces had captured Vovchansk, stating that “part of Vovchansk is under the control of the Defense Forces of Ukraine.” He also denied Russian claims about taking Kupyansk, characterizing Putin’s statements as deliberate misinformation.

Kovalenko warned Ukrainian citizens and international allies that the Kremlin is likely embarking on a dual-strategy approach in the coming weeks, combining increased military pressure at the front lines with an intensified disinformation campaign. According to the Ukrainian official, Putin’s false claims are strategically timed to strengthen Russia’s position in ongoing diplomatic negotiations.

The contested statements come amid a period of heightened tensions along the Russia-Ukraine border regions. Military analysts have noted that control of border cities like Vovchansk has fluctuated throughout the conflict, with both sides claiming various degrees of control. The city, located in Ukraine’s Kharkiv region near the Russian border, has strategic importance for both defensive and offensive operations.

This pattern of conflicting narratives has been a consistent feature of the war, with both sides sometimes overstating battlefield successes while downplaying setbacks.
