Russian propaganda has been actively working to undermine Ukraine’s mobilization efforts through a coordinated misinformation campaign, according to officials from the Kyiv Regional Territorial Center for Recruitment and Social Support.
Ukrainian authorities have identified a surge in false social media reports claiming “mass raids” by recruitment centers, deployment of “enhanced groups from other regions,” and even the use of drones to locate and forcibly conscript citizens. The recruitment center has categorically dismissed these claims as fabrications designed to spread fear and distrust.
“Unverified information is spreading on social media about allegedly ‘mass raids by the TCK’, ‘enhanced groups from other regions’, ‘drones for search’ and fabricated mobilization figures. This is a fake,” the recruitment center stated in its official communication.
Officials emphasized that these disinformation tactics are deliberate attempts by Russian propagandists to disrupt Ukraine’s legitimate defense mobilization activities. The spread of such rumors aims to create an atmosphere of panic and undermine public trust in government institutions at a critical time when national unity is essential.
“It’s important to understand the main point: it is with such information dumps and deliberate distortion of reality that the enemy’s propaganda tries to sow panic in society, discredit the state’s legitimate actions and derail mobilization processes. Fear, chaos and mistrust are the weapons the enemy actively uses in the rear,” the statement continued.
The Territorial Centers for Recruitment and Social Support have reassured citizens that all their operations are conducted in strict accordance with Ukrainian law. They operate in a normal, transparent manner without resorting to secretive or extralegal methods of conscription that Russian propaganda has falsely attributed to them.
“Territorial Centers for Recruitment and Social Support operate strictly within the law, in normal mode, without ‘secret operations’ and invented methods. There are no decisions about mass relocations of ‘TCK groups’, the use of drones for ‘hunting people’ or setting unrealistic mobilization figures,” officials clarified.
This pattern of disinformation reflects Russia’s broader hybrid warfare strategy, combining military operations with information warfare designed to weaken Ukraine from within. Similar tactics have been observed throughout the conflict, including false claims about Ukrainian forces planning “chemical provocations” — another narrative that officials have identified as Russian propaganda.
The recruitment center warned that even well-meaning citizens can inadvertently become vectors for enemy disinformation by sharing unverified reports. “This is exactly what the opponent counts on – that Ukrainians begin to fear one another and their own state, rather than the real threat,” they noted.
Information security experts point out that such disinformation campaigns typically exploit existing anxieties around mobilization — a sensitive topic in any wartime society. By amplifying fears about recruitment practices, Russian propagandists hope to create internal resistance to Ukraine’s defense efforts and potentially reduce the number of volunteers.
Ukrainian authorities are urging citizens to exercise critical thinking when encountering anonymous messages or unverified claims, particularly those generating fear or outrage. They recommend relying on official government sources for accurate information about mobilization procedures and requirements.
Media literacy has become an essential component of Ukraine’s resilience strategy as the conflict continues. Citizens who can identify and resist disinformation help maintain social cohesion and ensure the effectiveness of legitimate defense measures.
As the information war intensifies alongside the physical conflict, Ukrainian officials stress that maintaining a clear-eyed view of Russian disinformation tactics is crucial for preserving national unity and supporting the country’s defense capabilities in the face of ongoing aggression.

I’m glad the Ukrainian recruitment center is actively dispelling these fabricated claims. Maintaining public trust is critical as the country mobilizes to defend itself. Russia’s propaganda machine is shameless, but the truth will prevail if it’s amplified loudly enough.
