Russian and Romanian-language disinformation campaigns are falsely claiming that Romania has cut social benefits for Moldovan citizens holding dual citizenship, according to an investigation by fact-checking organization Stopfals.md.

The fabricated news began circulating on April 22 when website Timpul Moldova published articles in both Romanian and Russian languages alleging that Bucharest had suspended child allowances and pension payments to Moldovan nationals with Romanian citizenship. The false narrative quickly spread across multiple platforms and social media channels.

Stopfals.md’s comprehensive analysis confirmed that no such policy exists. Romanian authorities have not issued any decree or official statement regarding the suspension of benefits, and eligible recipients continue to receive their payments without interruption.

The disinformation effort appears carefully orchestrated, with emotional manipulation at its core. Articles published on Timpul Moldova contained politically charged language designed to create tension, suggesting that Romania was abandoning its “brothers” in Moldova during difficult times.

Within hours of the initial publication, other websites including Moldanalytics.info and Moldovalibera.info amplified the false claims. Moldanalytics.info dramatically reported that “thousands of citizens were left without social support,” while Moldovalibera.info pushed a narrative that Romania was actively working against ordinary Moldovans.

Social media played a significant role in spreading the fabricated story, with coordinated sharing across Facebook and Odnoklassniki, a platform particularly popular among Russian-speaking users in Moldova and neighboring countries.

The timing of this disinformation campaign is notable as it comes amid increasing geopolitical tensions in the region. Moldova has been pursuing closer ties with the European Union, with Romania often serving as its strongest advocate within the bloc. Analysts suggest such false narratives may be intended to undermine the historically close relationship between the two countries.

Romania has extended citizenship to many Moldovans based on historical ties between the nations, with hundreds of thousands of Moldovans holding dual citizenship. This status entitles them to various social benefits under Romanian law, including child allowances and pension rights for those who have made qualifying contributions.

When investigating the claims, Stopfals.md contacted multiple families receiving Romanian child allowances who confirmed their payments had continued uninterrupted. The fact-checkers also clarified important nuances about the benefits system: while Romanian child allowances remain active, they are not currently being indexed for inflation. Additionally, Romanian pension eligibility depends on documented social contributions rather than a recipient’s country of residence.

This incident highlights the ongoing challenge of cross-border disinformation in Eastern Europe, particularly in Moldova where media literacy rates vary significantly across different demographics and regions. The country has become increasingly vulnerable to information warfare as it navigates its relationship with both the European Union and Russia.

Local media watchdogs have called for increased vigilance among citizens when consuming news, especially stories designed to provoke emotional responses or create division between Moldova and its European partners.

Authorities have not yet identified those responsible for initiating the disinformation campaign, though investigations into the source of these fabricated stories continue.
