Russia’s claims of Philippine mercenaries fighting in Ukraine appear to be a calculated disinformation campaign designed to strain Manila’s relations with Western allies, according to security analysts and diplomatic sources.

The Russian embassy in Manila recently alleged that Filipino mercenaries were fighting alongside Ukrainian forces, claiming they had been recruited with promises of high salaries and expedited European Union residency. These assertions, which lack substantiated evidence, come amid growing military cooperation between the Philippines and Western nations, particularly the United States.

“This is a classic disinformation tactic from Moscow’s playbook,” said Dr. Maria Santos, a security analyst specializing in Southeast Asian geopolitics. “By targeting the Philippines specifically, Russia aims to create friction between Manila and its Western partners at a time when those relationships are strengthening.”

The timing of Russia’s claims is particularly notable. They emerge as the Philippines has expanded military exercises with the U.S. and other allies while taking a firmer stance against Chinese territorial assertions in the South China Sea. In April, the Philippines and U.S. conducted their largest-ever joint military drills, while Manila has also strengthened defense ties with Australia, Japan, and European nations.

Philippine Defense Secretary Gilbert Teodoro firmly rejected the Russian allegations, calling them “completely false and malicious” in a statement last week. The Department of Foreign Affairs has demanded that the Russian embassy provide evidence or retract its claims.

“These allegations appear to be part of a broader pattern of Russian disinformation targeting countries that support Ukraine,” said Robert Chen, a researcher at the Institute for Strategic and Security Studies. “Similar claims have been made about mercenaries from other nations allied with the West.”

Since Russia’s full-scale invasion of Ukraine began in February 2022, the Philippines has sided with Western powers in condemning Moscow’s actions. Manila voted in favor of United Nations resolutions demanding Russian withdrawal from Ukrainian territory and has expressed support for international efforts to hold Russia accountable for alleged war crimes.

The disinformation effort also coincides with increasing Philippine-Chinese tensions over disputed territories in the South China Sea. Analysts suggest Russia may be attempting to complicate the Philippines’ diplomatic position, as Manila navigates complex relationships with both China and Western powers.

“Russia and China have strengthened their strategic partnership in recent years,” explained Dr. Jonathan Parker, professor of international relations at Manila University. “By sowing discord between the Philippines and its Western allies, Moscow may be indirectly supporting Beijing’s interests in the region.”

The Philippine government has worked to counter the Russian narrative through diplomatic channels. Foreign Affairs Secretary Enrique Manalo has instructed the Philippine embassy in Moscow to seek clarification from Russian authorities regarding these allegations.

For ordinary Filipinos, the accusations seem particularly far-fetched. The country has a long history of overseas workers, but primarily in fields like healthcare, domestic service, and shipping—not military contracting. While some retired Filipino soldiers have worked for private security companies abroad, there is no established pattern of Filipinos serving as combat mercenaries.

“This narrative doesn’t align with Philippine migration patterns or cultural tendencies,” noted Dr. Elena Mendoza, a sociologist studying overseas Filipino workers. “Most Filipinos seeking work abroad do so through regulated channels in established industries.”

Security experts warn that this may not be the last disinformation attempt targeting the Philippines. As the country continues to strengthen its alliance with the United States and takes a more assertive stance in territorial disputes, it likely remains vulnerable to information operations from nations seeking to undermine Western influence in the Indo-Pacific region.

“We should expect more sophisticated disinformation campaigns as great power competition intensifies in Southeast Asia,” warned Chen. “The Philippines, given its strategic location and deepening Western partnerships, will remain a focal point for such efforts.”

The Philippine government has announced plans to enhance its cyber defense capabilities and public information strategies to counter foreign disinformation, recognizing that information warfare has become an integral component of modern geopolitical competition.
