Moldova’s parliament speaker Igor Grosu has accused Russia of spending nearly 400 million euros to influence the country’s recent parliamentary elections through a coordinated campaign of disinformation and political manipulation.

Speaking at the fourth parliamentary summit of the Crimea Platform in Stockholm, Grosu detailed what he described as Moscow’s extensive efforts to sway the September 28 vote by financing pro-Russian candidates seeking seats in Moldova’s unicameral legislature.

“This is a hybrid war in which Russia invested almost 400 million euros,” Grosu told summit attendees. He added that despite these efforts, Moldovan voters “resisted this pressure and manipulation, choosing the path of freedom and stability.”

According to Grosu, the Kremlin’s strategy involved backing a diverse coalition of political figures dependent on Russian influence, including individuals with alleged connections to criminal organizations. He characterized the effort as part of an “unprecedented disinformation campaign” targeting Moldova in the lead-up to the election.

The accusations come in the context of Moldova’s increasingly firm westward orientation under President Maia Sandu, who has pursued European Union membership for the small Eastern European nation. Moldova, along with Ukraine, received EU candidate status in June 2022, intensifying geopolitical tensions with Moscow.

Despite alleged Russian interference, the pro-European Action and Solidarity Party (PAS), led by Grosu himself, secured a decisive victory in the election with 55 seats in the 101-member parliament. This outcome reaffirms the country’s European trajectory and strengthens the position of President Sandu, who founded PAS before assuming the presidency in 2020.

The pro-Russian opposition, represented primarily by the Patriotic Electoral Bloc (BEP), managed to win 26 seats. BEP comprises four left-wing parties and is dominated by the Party of Socialists of the Republic of Moldova (PSRM), led by former president Igor Dodon, who has maintained close ties with the Kremlin.

Moldova’s electoral authorities took preemptive action before the vote, removing several candidates from pro-Russian parties from the ballot after accusing them of illegal campaign financing. This move sparked protests from opposition groups who claimed the disqualifications were politically motivated.

Grosu revealed that Moldovan security services had identified large-scale Russian disinformation operations throughout the campaign period, accompanied by numerous cyberattacks aimed at disrupting the democratic process. These tactics align with what Western intelligence agencies have identified as Russia’s standard playbook for election interference in countries it considers within its sphere of influence.

The allegations reflect the broader challenges facing Moldova, a country of approximately 2.6 million people situated between Ukraine and Romania. Since gaining independence following the collapse of the Soviet Union, Moldova has been caught in a tug-of-war between Russian and Western influence.

The country continues to grapple with the unresolved status of Transnistria, a breakaway region along its eastern border with Ukraine where Russian troops remain stationed. This frozen conflict has complicated Moldova’s security situation and its European integration efforts.

The latest accusations of Russian interference underscore the high stakes of Moldova’s geopolitical orientation, as both Brussels and Moscow view the country’s trajectory as strategically significant in the ongoing competition for influence in Eastern Europe.
