Russia Launches Early Disinformation Campaign Targeting Armenia’s 2026 Elections
Russian operatives have begun an aggressive disinformation operation targeting Armenia nearly two years ahead of the country’s 2026 parliamentary elections, according to a recent NewsGuard investigation. The campaign aims to undermine democratic institutions and destabilize Prime Minister Nikol Pashinyan’s government as Armenia pivots toward closer relations with Western powers.
The operation, which began in April, employs sophisticated tactics to spread false content across multiple digital platforms. According to NewsGuard’s findings, the campaign is orchestrated by Kremlin-linked information warfare groups “Storm-1516” and the “Foundation for Fighting Injustice,” both previously implicated in election interference operations in the United States, Germany, France, and Moldova.
These entities operate as part of an information operations network originally created by Yevgeny Prigozhin, the late founder of the Wagner Group who was known for directing Russian influence operations abroad. “Storm-1516” manages a network of fake news outlets and coordinates social media accounts, while the “Foundation for Fighting Injustice” functions as a pseudo-NGO that disseminates pro-Kremlin narratives.
In Armenia, these groups have deployed an arsenal of disinformation tactics, including fabricated corruption allegations, sexual misconduct claims, forged documents, and AI-generated content impersonating legitimate Armenian and European media sources. The false information has been distributed through a network of fake NGOs, obscure websites, and social media channels, with narratives carefully tailored to exploit existing tensions in Armenian domestic politics.
One particularly successful fabrication falsely claimed that Armenian lands would be transferred to neighboring Azerbaijan. This story generated more than 17 million views on X (formerly Twitter). Other disinformation efforts have targeted Pashinyan’s family with baseless accusations of embezzlement.
NewsGuard noted that several large language models, including AI systems from Meta, Perplexity, You.com, and Mistral, inadvertently amplified these false narratives, highlighting the challenges of combating sophisticated disinformation in the AI era.
The timing of Russia’s disinformation campaign coincides with a significant geopolitical realignment in the South Caucasus. Following conflicts in Nagorno-Karabakh in 2020 and 2023, Armenia’s relationship with Russia has deteriorated dramatically. Despite alliance obligations, Moscow refused to defend Armenia against Azerbaijani military actions, leading to a profound loss of trust in Russian security guarantees.
In response, Pashinyan’s government has taken decisive steps to distance itself from Moscow. Armenia suspended its participation in the Collective Security Treaty Organization (CSTO), a Russian-led military alliance, and began pursuing European Union accession. Additionally, Yerevan signed a strategic partnership agreement with the United States and accepted a U.S.-facilitated framework for peace negotiations with Azerbaijan.
These moves represent a significant blow to Russia’s traditional dominance in the region, prompting Moscow to intensify efforts to destabilize Pashinyan’s government. The disinformation campaign appears to be the latest example of such pressure tactics.
Political analysts note that instability in Armenia could derail its EU rapprochement efforts and impede normalization with Azerbaijan. The U.S.-backed peace agreement requires substantial domestic support to advance critical components like border delimitations, infrastructure projects, and other confidence-building measures between the historical adversaries.
Russian disinformation narratives frequently frame this agreement as a threat to Armenian sovereignty, seeking to undermine its implementation and halt diplomatic progress that would further reduce Moscow’s regional influence.
“The 2026 elections will be a decisive moment for Armenia’s future,” said one regional expert familiar with the situation. “It will determine whether the country can solidify its pro-Western course or succumb to pressures pulling it back into Russia’s orbit.”
As this disinformation campaign unfolds, Armenia faces the challenge of protecting its electoral integrity while navigating a precarious security environment and complex regional dynamics in the South Caucasus.
