Russia Set to Intensify Hybrid Warfare Against Europe to Undermine Ukraine Support

Russian intelligence officials are preparing to amplify information warfare and hybrid provocations against European nations in an effort to erode Western support for Ukraine, according to Ukrainian security officials. The strategy comes as Moscow seeks to exploit perceived vulnerabilities in European and NATO solidarity.

Andriy Kovalenko, who heads the Center for Countering Disinformation under Ukraine’s National Security and Defence Council, revealed through his Telegram channel that Russia sees the current geopolitical climate as an opportune moment to increase pressure on the European Union and NATO allies.

“In the near term, Russia will intensify information and hybrid provocations against Europe,” Kovalenko warned, pointing to intelligence suggesting a coordinated campaign is imminent.

The Ukrainian official disclosed that Sergei Naryshkin, director of Russia’s Foreign Intelligence Service, has reportedly convinced President Vladimir Putin that the time is ripe to apply blackmail tactics against Western alliances. The goal appears to be forcing a reduction in material and political support for Kyiv as the war approaches its third year.

Kovalenko dismissed the Russian strategy as outdated and ultimately self-defeating. “Another old-guard idea that won’t work, and only demonstrates Russia’s unpreparedness for the growing technological threats it faces if there is no willingness to stop the war,” he noted. “Because Russia today is a sieve with a host of targets.”

According to Ukrainian intelligence assessments, the Kremlin is currently considering multiple scenarios for the ongoing conflict: prolonging active combat operations, attempting to freeze the conflict under terms favorable to Moscow, or potentially escalating aggression toward NATO member states.

The warning comes amid growing concern about Russia’s hybrid warfare capabilities, which blend traditional propaganda with more sophisticated digital disinformation campaigns, economic leverage, cyberattacks, and political interference. These tactics have evolved significantly since Russia’s initial invasion of Crimea in 2014, with European intelligence agencies documenting increasingly coordinated efforts to influence public opinion and political processes across the continent.

Western security analysts have observed that Russian disinformation efforts typically intensify during key decision points for Ukraine’s allies, such as votes on aid packages, weapons authorizations, or during election periods in supporting nations. The timing of this reported escalation coincides with ongoing debates in several European capitals and in Washington about sustained funding and military support for Ukraine.

The European Union has previously documented Russian efforts to manipulate energy supplies, spread false narratives through state media channels and proxy accounts, and exploit social tensions within member states. A 2023 report from the European External Action Service identified more than 700 cases of pro-Kremlin disinformation specifically targeting European support for Ukraine in just a six-month period.

For Ukraine, which relies heavily on Western military aid and diplomatic backing, any erosion of this support represents an existential threat. Ukrainian President Volodymyr Zelenskyy has repeatedly emphasized that unity among allies is as crucial as the weapons systems they provide.

Security experts note that Russia’s hybrid approach reflects a recognition that direct military confrontation with NATO would be catastrophic for Moscow. Instead, the strategy focuses on undermining Western resolve through less attributable means, creating political pressure that might force concessions regarding Ukraine.

As these threats intensify, European governments and NATO are strengthening countermeasures, including enhanced intelligence sharing, public awareness campaigns about disinformation, and resilience measures against potential cyberattacks and energy disruptions. The coming months will likely test the effectiveness of these defenses as Russia apparently prepares to escalate its information warfare campaign.
