Russia Claims Control of Ukraine War While Advancing “Security Zone” Narrative
Moscow is steadily expanding its territorial ambitions in Ukraine under the guise of creating a “security buffer zone,” according to recent statements from Russian President Vladimir Putin. During a meeting with municipal authorities, Putin emphasized that Russia would continue pursuing its military objectives in Ukraine, asserting, “We know how it will all end.”
The Russian leader claims his forces are “gradually creating a security zone” on Ukrainian territory adjacent to Russia’s border regions. “The security zone is being created gradually on the adjacent territory. We will continue to act until we eliminate the threat to our border regions,” Putin stated.
This security buffer concept isn’t new. Putin first mentioned it in May 2025, saying Russian forces were “completing this task” while suppressing Ukrainian firing positions. The stated purpose is to protect Russia’s Belgorod, Bryansk, and Kursk regions, which border Ukraine’s Kharkiv, Sumy, and Chernihiv regions. Andrey Kolesnik, a member of Russia’s Defense Committee in the State Duma, suggests this buffer zone could extend at least 50 kilometers into Ukrainian territory.
The Kremlin’s messaging portrays this expansion as necessary for defending Russian citizens, positioning Russia as responding to Ukrainian threats rather than as the aggressor. This narrative aims to appease domestic audiences with assurances that the war proceeds “according to plan,” while shifting focus away from the failed initial objectives declared in 2022.
However, reality contradicts these claims. The full-scale invasion, which Russia still refuses to call a war, preferring the term “special military operation,” has dragged on for more than four years—far longer than the three days initially anticipated by Russian military planners. None of Putin’s original stated goals have been achieved: Ukraine remains militarized, the political leadership in Kyiv continues to make sovereign decisions, and the vague concept of “denazification” has proven to be nothing more than propaganda.
The international community has consistently rejected Russia’s justifications. The UN General Assembly has repeatedly condemned Russian aggression, most recently in February 2026, when it adopted a resolution supporting Ukraine’s territorial integrity and condemning Russian attacks on civilians and energy infrastructure. Meanwhile, Vladimir Putin faces an arrest warrant from the International Criminal Court for the illegal deportation of Ukrainian children.
The “security zone” narrative itself contains inherent contradictions. Russia claims it needs this buffer to protect itself from the very country it invaded, inverting the reality of who threatens whom. Furthermore, the effectiveness of such a zone is questionable. Ukrainian forces have demonstrated their ability to strike targets deep inside Russia, including oil infrastructure in the Baltic Sea and refineries as far as 1,400 kilometers from the Ukrainian border. The Ust-Luga and Primorsk terminals were rendered non-functional for weeks, forcing Russia to reduce oil production.
Russia’s war has brought not increased security but greater vulnerability. Several Russian regions now face restrictions due to Ukrainian attacks, including disruptions to electricity, gas, and internet services. Domestic criticism has also emerged from previously pro-war circles regarding exaggerated claims about frontline achievements and the inability to prevent Ukrainian strikes on strategic targets.
Economic costs continue to mount on both sides. The World Bank, UN, European Commission, and Ukrainian government estimate Ukraine’s reconstruction costs at nearly $588 billion, making this the most destructive European conflict since World War II.
In essence, the buffer zone concept represents not a security mechanism but a pretext for continued territorial expansion. A genuine security buffer would logically extend into both countries’ territories, not just push deeper into Ukraine. As formulated by the Kremlin, this “buffer zone” appears designed to deprive Ukraine of more territory rather than create meaningful security for either nation.
