Russia Claims Capture of Key Ukrainian Cities as Peace Talks Loom

The Kremlin announced Monday evening that its forces have captured Pokrovsk and Vovchansk, two strategically important cities in eastern Ukraine’s Donetsk and Kharkiv regions. The claims come as Ukrainian officials warn that Moscow is intensifying its disinformation campaign ahead of potential peace negotiations.

Ukrainian authorities have neither confirmed nor denied Russia’s latest territorial claims directly. However, Andriy Kovalenko, who heads Ukraine’s Centre for Countering Disinformation, cautioned that Russia would likely escalate assertions about territorial gains “to raise the stakes” in preliminary negotiations with Washington regarding a potential peace agreement.

This announcement follows a November 20 claim by Valery Gerasimov, Chief of the Russian Armed Forces General Staff, who declared the “liberation” of Kupyansk, another city in the Kharkiv region, during a meeting with Russian President Vladimir Putin at an undisclosed military command post.

The timing appears significant as Putin is scheduled to meet with U.S. President Donald Trump’s Special Envoy Steve Witkoff and Trump’s son-in-law Jared Kushner in Moscow on Tuesday. The meeting comes after Washington expressed being “very optimistic” about reaching a peace deal to end the nearly three-year conflict.

Ukrainian President Volodymyr Zelensky directly contradicted Gerasimov’s earlier claim about Kupyansk during a joint press conference with French President Emmanuel Macron on Monday. “Although Russia claims it has taken Kupyansk, in reality, we have cleared almost all of them from the city,” Zelensky said, according to RBC-Ukraine. He did acknowledge “intense fighting” around Pokrovsk but did not specifically address Russia’s claim of capturing the city.

When Gerasimov initially reported to Putin on November 20, he stated that Russian troops controlled 80% of Vovchansk and 70% of Pokrovsk – assertions that were immediately disputed by Ukraine’s Armed Forces at the time.

Pokrovsk holds significant strategic value for Ukraine’s military logistics operations. The city has served as a crucial hub for the Armed Forces of Ukraine (AFU), housing a major drone operations unit. In recent months, Russian forces have intensified infantry assaults on the city, gradually establishing control in its eastern and central districts according to military analysts.

Vovchansk, a smaller town located just 5 kilometers from the Russian border, has changed hands multiple times since Russia’s full-scale invasion began in February 2022. Initially captured by Russian forces in the opening days of the war, Ukrainian forces reclaimed it in autumn of the same year. The town, which had a pre-war population of approximately 17,000, has been largely reduced to rubble following months of intense fighting.

Military analysts suggest these territorial claims, whether accurate or exaggerated, form part of Russia’s strategy to strengthen its negotiating position ahead of potential peace talks. The eastern Donetsk region, where Pokrovsk is located, has been a primary focus of Russian offensive operations throughout 2024, with Moscow claiming to have made steady if slow advances.

As international diplomatic efforts intensify to find a resolution to the conflict, the situation on the ground remains fluid and contested. Independent verification of territorial control remains difficult due to the dynamic nature of the frontlines and restricted access for neutral observers.

The developments underscore the complex interplay between battlefield realities and diplomatic positioning as both sides maneuver ahead of what could be a crucial period in determining the future trajectory of the conflict.
