Poland has formally requested the European Commission to investigate AI-generated content on TikTok that promotes Poland’s withdrawal from the European Union, marking a significant escalation in concerns about digital disinformation campaigns targeting EU member states.

The appeal came in the form of an official letter from Deputy Minister of Digitalization Dariusz Standerski, who urged the Commission to “take supervisory measures and initiate proceedings against the TikTok platform” due to what he described as a “massive dissemination” of synthetic content advocating for Poland’s EU exit.

According to Standerski, these materials are specifically targeting Polish-language users on TikTok and demonstrate patterns consistent with a coordinated disinformation operation rather than organic content.

“This content poses a threat to public order, information security, and the integrity of democratic processes in Poland and throughout the European Union,” the letter states. “The nature of the narratives, the way they are disseminated, and the use of synthetic audiovisual materials indicate that the platform is not fulfilling its obligations as a very large online platform.”

The Polish government’s analysis indicates a sophisticated approach to the disinformation effort. The AI-generated videos reportedly feature young women promoting far-right messaging, including nationalist themes, criticism of EU migration policies, and attacks on Poland’s current administration alongside explicit calls for Poland to leave the European Union.

This development comes amid growing concerns about artificial intelligence being weaponized to influence public opinion and democratic processes across Europe. Poland, as a significant EU member state that has sometimes had tensions with Brussels over policy matters, appears to be a strategic target for such campaigns.

Digital security experts note that the sophistication of modern AI tools makes it increasingly difficult for average users to distinguish between authentic and synthetic content, particularly when such content aligns with existing political divisions or social tensions.

The Polish appeal also references a broader context of digital disinformation targeting the region. Officials have recently identified a parallel anti-Ukrainian campaign in the Polish information landscape, with AI-generated content apparently designed to damage Polish-Ukrainian relations by portraying Ukrainians negatively and stoking hostility between the neighboring countries.

The Center for Countering Disinformation has separately reported a wave of fake AI videos circulating on TikTok that purport to show Ukrainian soldiers surrendering, highlighting the multi-pronged nature of disinformation efforts in Eastern Europe.

TikTok, owned by Chinese company ByteDance, has faced increasing scrutiny from European regulators regarding content moderation practices and algorithmic amplification of potentially harmful material. Under the EU’s Digital Services Act, very large online platforms have enhanced obligations to monitor and mitigate systemic risks, including organized disinformation campaigns.

The European Commission has not yet publicly responded to Poland’s request, but the case could become a significant test of the EU’s recently implemented digital regulations and their effectiveness in combating sophisticated AI-enabled disinformation.

Security analysts suggest that the targeting of Poland with EU-exit messaging may represent a strategic effort to weaken European unity at a time when the bloc faces multiple challenges, including the ongoing conflict in Ukraine and economic pressures.

If the European Commission proceeds with an investigation, it could potentially result in new requirements for TikTok regarding content moderation, algorithmic transparency, or other measures designed to prevent the platform from being used as a vector for coordinated influence operations.
