A new report has highlighted how Pakistan-linked disinformation operations have evolved beyond regional conflicts to become a significant global security concern, potentially destabilizing democracies and undermining international trust.

According to the analysis published Saturday in the Athens-based ‘Directus,’ these sophisticated information warfare tactics are increasingly being deployed to shape narratives around conflicts from Kashmir to the Middle East, with potential ripple effects for global stability.

The report identifies Pakistan’s military-intelligence apparatus, particularly the Inter-Services Intelligence (ISI), as having developed considerable expertise in what it terms the “dark art” of information warfare. These operations are reportedly deeply institutionalized within Pakistan’s security establishment.

“Pakistan’s ISI and Inter-Services Public Relations (ISPR) operate specialised wings, including an ‘information management wing’ for media and cyber operations,” the report notes, describing a comprehensive ecosystem of troll farms, fake news portals, and automated bot networks.

One study cited in the report identified more than 50 Pakistan-linked accounts on X (formerly Twitter) that have generated millions of impressions while amplifying anti-India narratives. These coordinated campaigns represent just one facet of what appears to be a sophisticated operation.

The report raises questions about the financial underpinnings of these activities, particularly given Pakistan’s ongoing economic challenges. “It is fascinating that a country suffering from a severe economic crisis has the audacity to spend so much money on information warfare,” the report observes.

Security analysts have long been concerned about the potential consequences of such disinformation campaigns, particularly in volatile regions. The report suggests these operations may normalize proxy warfare and increase the risk of miscalculation in Pakistan’s relations with India.

Citing the 2025 Pahalgam attack in Kashmir as an example, the report describes how “Pakistani bots flooded global feeds with claims of ‘Indian genocide,’ attempting to create an image of India as an aggressor, fabricating false fear about a potential Indian nuclear attack.” This occurred despite India’s clear “No First Use” nuclear policy, according to the report.

The scope of these operations has reportedly expanded beyond South Asia. In the Middle East, Pakistan-linked networks have been accused of deploying manipulated content to cast India in a negative light during recent conflicts involving the United States, Israel, and Iran. This included unverified claims that India was secretly providing intelligence to assist U.S. strikes on Iran—allegations the report says lack supporting evidence.

By disseminating false information about India’s role in these complex geopolitical tensions, such campaigns risk distorting global perceptions of the conflict, potentially misleading policymakers, media outlets, and public opinion across multiple regions.

The report characterizes Pakistan’s state-sponsored disinformation as a form of “asymmetric warfare” that “sows chaos from Delhi to Tehran, risking escalation in a multipolar world.” It argues that democratic nations need to recognize these activities as a national security threat requiring coordinated responses.

Recommended countermeasures include strengthening fact-checking networks, ensuring responsible use of artificial intelligence, and imposing consequences on those supporting disinformation operations. Without such efforts, the report warns, factual reality could be increasingly supplanted by narratives serving particular interests.

The findings come amid growing international concern about the proliferation of state-sponsored disinformation campaigns and their potential to undermine democratic institutions, exacerbate conflicts, and complicate diplomatic efforts to address global challenges.
