In a significant development for Moldova’s information landscape, the European Union has launched the Building Resilience in Moldova (BRIM) project to combat disinformation and strengthen public trust in reliable information. The initiative, which began in 2024, is being implemented by the Institute for War & Peace Reporting (IWPR) in partnership with the Association of Independent Press (API).

The project comes at a critical time for Moldova, a small Eastern European nation that has increasingly found itself at the crossroads of competing geopolitical narratives, particularly amid regional tensions following Russia’s invasion of neighboring Ukraine. Disinformation has been identified as a significant challenge to Moldova’s democratic institutions and its European integration aspirations.

BRIM adopts a two-pronged approach to building societal resilience against disinformation. First, it provides technical, organizational, and financial support to Moldovan organizations to help them design and deliver effective counter-disinformation campaigns. Second, it promotes coordination and cooperation among various sectors – civil society, media, academia, government, private, and creative industries – through the Information and Communication Defense Center (ICDC) based in Chișinău, the country’s capital.

“Disinformation has become a pervasive threat to democratic processes worldwide, but especially in countries like Moldova that are working to strengthen their democratic institutions,” said a representative from IWPR, speaking on condition of anonymity due to security protocols. “By building local capacity and fostering cross-sector collaboration, we aim to help Moldovans identify and counter false narratives that threaten social cohesion and democratic values.”

The project has established partnerships with key local organizations, including the Association of Independent Press, Youth Media Center, and Zona de Securitate, providing them with tailored support, training, and mentoring. These local partners are strategically positioned to engage vulnerable audiences that are often targets of disinformation campaigns, including Russian-speaking youth, rural communities, and citizens in the regions of Transnistria and Gagauzia.

Transnistria, a breakaway region with a significant Russian military presence, and Gagauzia, an autonomous territory with strong cultural ties to Russia and Turkey, represent particularly challenging information environments within Moldova. Both regions have historically been susceptible to external influence operations and disinformation campaigns.

Through targeted interventions, BRIM aims to strengthen access to fact-based information, enhance media literacy, and promote critical thinking skills among these vulnerable populations. The project recognizes that building resilience against disinformation requires not only countering false narratives but also fostering a more discerning and media-literate public.

Innovation forms another key pillar of BRIM’s strategy. The project convenes diverse stakeholders – including journalists, civil society actors, technologists, and policymakers – through hackathons and cross-sectoral forums to encourage collaboration and knowledge exchange. These platforms serve as incubators for developing sustainable, locally-led solutions to the disinformation challenge.

Media experts note that Moldova’s position as a frontline state in the information war makes initiatives like BRIM particularly significant. The country has seen a sharp increase in disinformation targeting its EU integration process, democratic institutions, and national identity in recent years.

“What makes BRIM distinctive is its focus on local ownership and cross-sectoral collaboration,” explained a Moldovan media analyst. “Rather than imposing external solutions, it empowers Moldovan organizations to develop context-appropriate responses to disinformation that resonate with local audiences.”

By investing in local capacity and fostering cooperation across different sectors, BRIM ultimately aims to advance a more informed, cohesive, and democratic Moldova – one capable of recognizing, resisting, and responding to disinformation and malign foreign influence. As the project progresses through 2024 and beyond, it represents a significant step in Moldova’s journey toward greater information resilience and democratic consolidation.
