Australian Local Governments Face Rising Wave of Targeted Harassment and Disinformation

Local governments across Australia are reporting an alarming increase in targeted disinformation campaigns and harassment directed at elected representatives and staff, according to a comprehensive new report from the Municipal Association of Victoria (MAV).

The report, titled “Information Manipulation and Harassment of Local Leaders,” developed in partnership with the Australian National University, documents how local officials are increasingly subjected to online trolling, doxing, deepfake audio and video manipulation, and malicious exploitation of city governance processes.

“The extent and severity of these behaviours warrant urgent action to document the drivers, understand the extent of issues and impacts, and formulate targeted responses to protect those tasked with leading our cities,” the report states, highlighting the systematic nature of these attacks.

MAV President Jennifer Anderson emphasized that these are no longer isolated incidents but represent a growing systemic challenge threatening local democratic institutions. “Targeted disinformation and harassment are having real-life consequences for democratic representation and effective local decision-making,” Anderson noted.

The report reveals how these tactics are deliberately used to intimidate, humiliate, and discredit government leaders, with a disproportionate impact on women and individuals from underrepresented cultural backgrounds. The consequences extend beyond professional reputation damage to include serious psychological and physical harm to those targeted.

Kelly Grigsby, MAV Chief Executive Officer, warned about the broader societal implications of this trend. “When local leaders withdraw from public engagement because of sustained abuse or disinformation, communities lose diverse voices, debate becomes narrower, and fewer people are willing to nominate for council,” she said. “This undermines trust, weakens local services and creates space for anti-government agendas to gain traction.”

The study further highlights how these attacks foster an adversarial environment that manipulates public discourse and silences important perspectives. This directly impacts local governments’ ability to engage in necessary debate and undermines effective policy development and service delivery planning.

A particularly concerning finding is the inadequacy of current regulatory protections, which the report describes as “not sufficiently accessible to meet the immediate needs of targeted individuals and their organisations.” This regulatory gap leaves many local officials vulnerable and without clear recourse when facing harassment.

The report calls for a comprehensive, multi-faceted response to address these challenges. Recommended approaches include strengthened individual and organizational support systems, enhanced community leadership development, and broader public education about democratic processes and the importance of respectful civic engagement.

Australia’s experience mirrors similar trends in other democratic nations, where local officials have increasingly become targets of coordinated harassment campaigns. Political polarization, the proliferation of social media platforms, and declining trust in government institutions have all contributed to this global phenomenon.

The MAV has committed to using the report’s findings and recommendations to inform ongoing advocacy efforts aimed at creating safer council workplaces and more cohesive communities. “Local government is the closest level of government to the community. Protecting those who serve is fundamental to protecting democratic participation,” Anderson emphasized.

The organization plans to continue working with state and federal governments, as well as other sector partners, to ensure local leaders can serve their communities safely and confidently. The report serves as an urgent call to action for developing more robust protections for those in public service at the local government level.
