Ukraine Official Exposes Russian Military’s False Claims About Luhansk Control

Russian military officials are deliberately spreading false information about battlefield achievements in eastern Ukraine, according to a top Ukrainian security official who warns these fabrications are part of a broader strategy to justify continuing the war.

Andriy Kovalenko, head of the Center for Countering Disinformation at Ukraine’s National Security and Defense Council (NSDC), has identified a pattern of misinformation being disseminated through Telegram channels, particularly regarding claims about the supposed complete Russian control of Luhansk Oblast.

“Gerasimov lied for the second time about the ‘full occupation of Luhansk Oblast’. Before this, he had already lied about the ‘occupation of Kupiansk’,” Kovalenko stated, referring to Valery Gerasimov, Chief of the General Staff of the Russian Armed Forces.

The Luhansk region, part of Ukraine’s eastern Donbas territory, has been a focal point of fighting since Russia’s full-scale invasion began in February 2022. While Russian forces control much of the province, Ukrainian defenders still maintain positions in its western portions.

According to Ukrainian intelligence assessments, Gerasimov represents a faction within Russian leadership circles pushing for the continuation of the war regardless of cost or casualties. This positioning helps explain the motivation behind manufacturing battlefield successes that don’t align with reality.

“His task is to lie about military feats, and somewhere Putin’s Petersburg-based colleagues from the FSB will legitimize this lie,” Kovalenko explained, suggesting coordination between military leadership and Russia’s security services to validate false narratives.

The timing of these renewed claims comes as Russian forces have been making incremental advances in parts of eastern Ukraine while suffering significant casualties. Military analysts suggest Moscow may be trying to portray greater momentum than exists on the ground to maintain domestic support for the war effort.

The Center for Countering Disinformation emphasized that these false statements form part of a calculated information campaign designed not only to extend the conflict but also to distort the actual battlefield situation. This tactic fits within Russia’s broader hybrid warfare approach, where information manipulation complements conventional military operations.

Ukraine has faced significant challenges in the east in recent months, with Russian forces making slow but steady advances in several sectors. However, the complete control of Luhansk Oblast claimed by Russian officials remains inaccurate according to both Ukrainian authorities and independent military observers.

The manipulation of territorial control narratives has been a consistent feature throughout the conflict. Similar claims about Russian advances have previously been made prematurely or falsely to project an image of military success to domestic audiences and potential international supporters.

Media specialists and security experts highlight that protecting the information space has become as crucial as physical defense in modern warfare. Disinformation about territorial control can impact military morale, civilian evacuation decisions, and international support calculations.

The Ukrainian government has invested significantly in building capacity to identify and counter such disinformation campaigns since Russia’s initial invasion of Crimea in 2014, with the Center for Countering Disinformation playing a central role in these efforts.

As both the physical fighting and information war continue, Ukrainian officials stress the importance of fact-checking claims about territorial control and maintaining skepticism about announced military achievements from either side until independently verified.
