The European Union has expanded its sanctions list against Russian disinformation networks, targeting two additional organizations accused of spreading Kremlin propaganda and conducting hybrid operations aimed at destabilizing Western democracies.

The EU Council announced the measures on its official website as part of ongoing efforts to counter Russian information warfare that has intensified since Moscow’s full-scale invasion of Ukraine. These latest additions bring the total number of sanctioned entities to 19 organizations and 69 individuals linked to Russia’s destabilizing activities.

Among the newly sanctioned entities is Euromore, a media platform described by EU officials as part of a broader pro-Kremlin information network. According to the Council’s assessment, Euromore specializes in adapting Russian propaganda narratives for European audiences. The platform regularly publishes content questioning the legitimacy of EU institutions while attempting to justify Russia’s war against Ukraine.

“Through their activities the designated entities are responsible for supporting the actions and policies of the Russian government, which undermine democracy, the rule of law, stability, and security in the European Union and Ukraine,” the EU Council stated in its announcement.

The second organization added to the sanctions list is the Russian Pravfond — formally known as the Foundation for the Support and Protection of the Rights of Compatriots Living Abroad. EU officials have determined that this foundation systematically promotes Kremlin disinformation campaigns, particularly spreading narratives about the alleged “nazification” of Ukraine, stoking claims of “Russophobia,” and propagating false allegations regarding “systematic persecution of Russian-speaking populations in neighboring countries.”

These narratives have been central to Russian President Vladimir Putin’s justification for the invasion of Ukraine, despite being widely debunked by international organizations and independent fact-checkers.

The sanctions impose significant operational restrictions on these organizations. All assets belonging to these entities within EU jurisdiction have been frozen, and European citizens and companies are now prohibited from providing them with funds or economic resources of any kind.

The move reflects growing EU concern over Russia’s weaponization of information as a tool of foreign policy. Since 2022, Brussels has taken increasingly aggressive steps to counter what it views as a coordinated campaign to destabilize European democracies through information manipulation.

European security experts have noted that Russian disinformation efforts have grown more sophisticated in recent years, targeting specific populations with tailored messaging. The Kremlin’s strategy typically involves establishing seemingly independent media outlets that launder Russian talking points through platforms that appear local or authentic to European audiences.

These latest sanctions come amid broader tensions between Russia and the European Union over the ongoing war in Ukraine and represent part of the EU’s multi-faceted approach to countering Russian influence operations. Beyond sanctions, the bloc has also increased funding for media literacy programs and fact-checking initiatives across member states.

The EU’s East StratCom Task Force, established in 2015 specifically to address Russian disinformation, has documented thousands of cases of pro-Kremlin disinformation campaigns targeting European audiences in recent years.

Analysts suggest these measures, while important, represent just one component of what needs to be a comprehensive approach to countering state-sponsored disinformation campaigns that threaten to undermine democratic institutions and processes across Europe.
