Fiji Launches Employment Ministry Communication Strategy to Combat Misinformation

Fiji’s Ministry of Employment, Productivity and Workplace Relations has unveiled a new Communication Strategy spanning 2026-2029, designed to improve public access to accurate employment information while combating the spread of misinformation.

Permanent Secretary Maritino Nemani emphasized that the strategy will ensure citizens receive correct information about government services and programs in an era where misinformation poses increasing challenges.

“Communication is key in any strategic organization, especially in the modern era where misinformation and disinformation continue to spread,” Nemani stated during the launch event held earlier this week. “This strategy will help ensure the public receives accurate information about important government initiatives.”

One of the primary focuses of the new communication plan is to provide clear guidance on overseas employment programs, particularly the Pacific Australia Labour Mobility (PALM) scheme. The PALM initiative is part of a government-to-government partnership between Fiji and Australia that helps Fijians secure temporary employment opportunities in Australia.

Nemani highlighted growing concerns about unauthorized agents exploiting citizens seeking to register for the PALM scheme. “Some agents have been trying to make money from poor people wanting to register under the programme,” he warned, emphasizing that “registration through the Ministry and authorised agencies is free.”

The Ministry has been actively working to address misinformation surrounding the PALM scheme, which Nemani described as “beneficial for people wanting to improve their livelihoods.” By implementing the new communication strategy, the government aims to clearly communicate the correct pathways for Fijians seeking overseas employment opportunities.

The strategy will also provide Ministry staff with proper protocols for communicating verified information to the public, ensuring consistency and accuracy across all government communications related to employment services.

A key component of the plan addresses digital inclusion, particularly for citizens in rural and maritime areas who often have limited access to government information. To bridge this gap, Nemani revealed that the Ministry will soon launch a mobile application to improve public access to services and information, regardless of geographical location.

This initiative comes at a crucial time for Fiji’s labor market, which has experienced significant challenges in recent years. The country’s unemployment rate has fluctuated amid economic pressures from the pandemic and climate-related disruptions to key industries like tourism and agriculture.

International labor mobility programs like PALM have become increasingly important for Fiji’s economy. Remittances from Fijians working overseas represent a significant economic contribution, with the World Bank estimating they account for approximately 7-9% of the country’s GDP in recent years.

However, the growing popularity of such schemes has also led to an increase in misinformation and potential exploitation of job seekers, making the Ministry’s communication strategy particularly timely.

The new communication framework represents part of the Fijian government’s broader efforts to improve transparency and service delivery. By leveraging digital tools while ensuring information reaches all citizens, including those in remote areas, the Ministry aims to create more equitable access to employment opportunities both domestically and internationally.

As the strategy is implemented over the coming years, officials expect it will significantly reduce instances of fraud related to overseas employment schemes while empowering Fijian citizens with accurate information about their employment rights and opportunities.
