The fight against disinformation demands unprecedented cooperation among nations to be effective, according to a high-ranking official from the Organization of Turkic States (OTS).

Speaking at the Forum on Combating Disinformation, Deputy Secretary General Ömer Kocaman emphasized that successful strategies to counter false information rely heavily on coordinated efforts, mutual trust, and collaborative action between countries.

“In today’s interconnected digital landscape, disinformation spreads with alarming speed and can destabilize societies within hours,” Kocaman noted during his address. “No single nation can effectively combat this threat in isolation.”

The forum, which brought together representatives from across the Turkic-speaking world, highlighted growing concerns about the proliferation of false narratives and manipulated content across social media platforms and traditional news outlets. Participants discussed various approaches to addressing the challenge while maintaining respect for freedom of expression.

The Organization of Turkic States, formerly known as the Turkic Council, represents a regional bloc of nations with cultural and linguistic ties, including Azerbaijan, Kazakhstan, Kyrgyzstan, Turkey, and Uzbekistan. The organization has increasingly focused on information security as a critical component of regional stability.

Kocaman pointed to several challenges facing the member states, including cross-border disinformation campaigns that exploit linguistic and cultural similarities across the Turkic world. “Our shared heritage can be both our strength and vulnerability,” he explained. “False information crafted in one Turkic language can easily spread to other member states with minimal translation barriers.”

Regional experts at the forum identified several sectors particularly vulnerable to disinformation, including energy markets, transportation infrastructure, and political processes. The Turkic states, which control significant oil and gas reserves and occupy strategically important geographic positions, have become frequent targets of coordinated disinformation efforts.

“When false information about energy supplies or transportation routes spreads, it can impact commodity markets and investor confidence within hours,” noted one participant from Kazakhstan’s information security sector. “This makes economic disinformation particularly damaging to our region.”

The OTS has begun developing a framework for rapid information sharing between member states to verify questionable content before it gains traction. The initiative includes establishing dedicated communication channels between national media monitoring centers and creating shared databases of known disinformation sources.

“We must build systems that allow us to respond to false narratives within minutes, not days,” Kocaman emphasized. “This requires not just technological solutions but also human expertise and institutional trust between our nations.”

The forum also addressed the role of social media platforms in amplifying disinformation. Representatives called for more transparent policies from major technology companies and greater accountability for content moderation in Turkic languages, which often receive less attention than more widely spoken languages.

Media literacy emerged as another critical component of the region’s strategy. Several member states presented educational initiatives designed to help citizens better evaluate information sources and recognize manipulation techniques.

“Teaching critical thinking skills to our populations, especially young people who consume most of their information online, represents a long-term investment in our information security,” said a delegate from Uzbekistan’s education ministry.

International observers note that the OTS’s focus on disinformation reflects broader global concerns about information integrity. The Turkic states’ approach to balancing security considerations with free expression principles could provide valuable insights for other regional organizations facing similar challenges.

As the forum concluded, participants agreed to establish a permanent working group on information security within the OTS framework, tasked with developing shared protocols and best practices for countering disinformation.

“The battle against false information is not one we can win permanently,” Kocaman acknowledged in his closing remarks. “But through sustained coordination, mutual trust, and adaptable strategies, we can protect our societies from its most harmful effects.”
