A senior Cypriot official warned Monday that a recently surfaced video alleging corruption within the Mediterranean island nation’s citizenship-by-investment program appears to be part of a Russian disinformation campaign aimed at undermining the country’s sovereignty and international standing.
Government spokesman Konstantinos Letymbiotis described the video as “a malicious attack” that combines outdated information with false claims to create a misleading narrative about Cyprus. The video, which has circulated on various social media platforms in recent days, accuses Cypriot officials of selling passports to individuals with questionable backgrounds, including those with alleged criminal connections.
“Our initial assessment strongly suggests this is another attempt by Russia to spread disinformation targeting Cyprus,” Letymbiotis told reporters during a press briefing in Nicosia. “The timing and nature of these allegations align with previous patterns we’ve observed in Russian-backed influence operations against European Union member states.”
Cyprus, which joined the European Union in 2004, has become increasingly significant in regional geopolitics due to its strategic location in the eastern Mediterranean and its role as a financial services hub. The country has also taken a firm stance alongside other EU nations in supporting Ukraine following Russia’s 2022 invasion, implementing sanctions against Moscow that have strained previously close bilateral relations.
The citizenship-by-investment program referenced in the video was officially terminated by Cyprus in 2020 following multiple investigations that revealed irregularities in how some passports were granted. The program had allowed wealthy foreign nationals to obtain Cypriot citizenship in exchange for investments of at least €2.5 million, primarily in real estate.
Letymbiotis emphasized that Cyprus has since implemented comprehensive reforms to its investment framework and financial oversight mechanisms. “The current allegations deliberately ignore the substantial changes we’ve made to ensure transparency and compliance with international standards,” he said.
International disinformation experts who have reviewed the video note several telltale signs of coordinated influence operations. Dr. Elena Stavrakis, a researcher at the European Center for Hybrid Threat Analysis, pointed out that the video employs several common tactics seen in previous Russian disinformation campaigns.
“The production combines legitimate concerns from several years ago with fabricated claims, emotional language, and anonymous sources to create a compelling but fundamentally misleading narrative,” Stavrakis explained. “This approach is designed to exploit existing tensions and undermine trust in democratic institutions.”
Cyprus has been a particular target for Russian influence operations since 2022, when the island nation froze Russian assets and restricted banking access as part of EU-wide sanctions. The country had previously been a favored destination for Russian investment and business operations in Europe.
The Cypriot government has requested assistance from the European External Action Service’s Strategic Communications Task Force, which specializes in identifying and countering foreign disinformation campaigns targeting EU member states. Officials have also engaged with social media platforms to flag the content for review under their policies regarding coordinated inauthentic behavior.
Foreign Minister Constantinos Kombos reinforced the government’s position, stating that Cyprus remains committed to upholding EU values despite ongoing pressure tactics. “These attempts to discredit our institutions will not deter Cyprus from standing firmly with our European partners in defense of international law and democratic principles,” Kombos said in a written statement.
Economic analysts note that the timing of the disinformation campaign coincides with Cyprus’ efforts to position itself as a reliable energy partner in the region, particularly as the EU seeks to diversify its natural gas supply away from Russian sources. The country has been developing offshore gas fields in partnership with energy companies including Eni, Total, and ExxonMobil.
Cypriot authorities have launched a formal investigation into the origins of the video and are coordinating with intelligence services from allied nations to track its distribution network. Meanwhile, the government has established a dedicated information portal to provide factual information about the reforms implemented since 2020 and current investment frameworks.
