According to the report, the Chinese campaign began after the Pahalgam terror attack in Jammu and Kashmir that claimed 26 civilian lives on April 22, 2025. The attack prompted India to launch Operation Sindoor on May 7, targeting terror infrastructure in Pakistan and Pakistan-occupied Kashmir.

The US findings support earlier allegations made by French intelligence and military officials that China orchestrated a covert operation specifically designed to damage the reputation of the Rafale fighter jet in the international arms market. These sophisticated aircraft, manufactured by Dassault Aviation, have been a major competitor to Chinese military exports in recent years.

French intelligence cited in the report claims that China employed fake social media accounts to spread AI-generated images purportedly showing debris from Rafale jets destroyed by Chinese weaponry. This digital manipulation campaign appears to be part of a larger strategy to undermine confidence in Western military technology.

The disinformation efforts reportedly yielded concrete results. According to the report, “Chinese Embassy officials convinced Indonesia to halt a purchase of Rafale jets already in process, furthering China’s inroads into other regional actors’ military procurements.” This represents a significant diplomatic and commercial victory for Beijing in its competition with Western arms manufacturers.

In what appears to be a coordinated move, China reportedly offered to sell Pakistan an extensive military package in June 2025, including 40 J-35 fifth-generation fighter jets, KJ-500 aircraft, and ballistic missile defense systems. The J-35A stealth fighter, unveiled by China in November 2024, is positioned as a direct competitor to Western fifth-generation aircraft.

The timing of this offer coincides with Pakistan’s announcement of a 20 percent increase in its 2025-2026 defense budget, raising planned expenditures to $9 billion despite overall budget reductions in other sectors. This substantial increase suggests Pakistan’s prioritization of military modernization amid heightened tensions with India.

The report also details how China’s influence operations extend beyond conventional military domains. In 2024, pro-China actors reportedly deployed AI-generated news anchors and fake social media accounts with AI-generated profile pictures to exacerbate divisions within the United States on contentious issues including drug use, immigration, and abortion.

Beyond South Asia, the report highlights China’s strategic expansion in Central Asia, taking advantage of Russia’s preoccupation with its war in Ukraine. In the first five months of 2025 alone, China’s trade with the five Central Asian countries increased by 10.4 percent compared to the previous year.

China’s focus on the “Middle Corridor” trade route through Central Asia has become a strategic priority, as the “Northern Corridor” through Russia and sea routes through the Suez Canal present increasing security challenges. To strengthen this position, China has initiated new infrastructure projects during the June 2025 China-Central Asia Summit while reinforcing existing agreements.

These developments reflect China’s multifaceted approach to expanding its influence across Asia, combining information operations, military sales, economic integration, and infrastructure development. The allegations regarding the disinformation campaign against Rafale jets represent just one aspect of Beijing’s broader strategy to challenge Western influence in key regions and promote its own military exports.
