Azerbaijan Explores Türkiye’s Disinformation Combat Strategies

A delegation from Azerbaijan’s Presidential Administration and Media Development Agency visited Türkiye’s Centre for Combating Disinformation on March 30, seeking to enhance collaboration on tackling false information in the digital age.

The Azerbaijani officials received comprehensive briefings from Deniz Demir, Coordinator of the Centre, which operates under the Directorate of Communications of the Turkish Presidency. Demir outlined the center’s institutional framework, ongoing projects, and methodologies employed to identify and counter manipulative content.

During the session, Demir emphasized that the center conducts systematic monitoring and analysis of the information landscape to rapidly detect and neutralize fake news and manipulation attempts. The center represents part of Türkiye’s growing infrastructure dedicated to maintaining information integrity in an increasingly complex digital environment.

The visit highlights the growing concern among nations about the proliferation of misinformation and its potential to undermine social cohesion, democratic processes, and regional stability. As both Azerbaijan and Türkiye face similar challenges in their information spaces, the exchange of expertise marks an important step in regional cooperation on digital governance.

The bilateral discussions that followed focused on contemporary challenges in combating disinformation, exploring international best practices, and developing effective countermeasures. Both parties addressed critical aspects of information security and strategies to foster a more reliable digital information ecosystem.

“Ensuring information security has become as important as physical security in today’s world,” noted a participant in the discussions, speaking on condition of anonymity. “The exchange of knowledge between our countries strengthens our collective resilience against information threats.”

This collaboration comes at a time when both countries have experienced significant challenges with misinformation. Azerbaijan, particularly during and after the Nagorno-Karabakh conflict, has confronted waves of misleading narratives in international media. Similarly, Türkiye has established robust mechanisms to counter false information regarding its domestic and foreign policies.

The partnership also reflects the broader strategic alliance between Azerbaijan and Türkiye, which has deepened in recent years across multiple domains including defense, energy, and cultural exchange. Information security now appears to be another facet of this expanding cooperation.

Experts in digital governance have noted that countries across the region are increasingly investing in specialized units to monitor, analyze, and counter disinformation. These efforts represent a recognition that information warfare has become a significant dimension of modern geopolitical competition.

The meeting also addressed the need for strengthening analytical capabilities within information security frameworks. This suggests both nations are working toward more sophisticated approaches that go beyond simply identifying false information to understanding the patterns, sources, and potential impacts of coordinated disinformation campaigns.

As digital platforms continue to evolve and artificial intelligence tools make detecting manipulated content more challenging, cross-border cooperation on information security is likely to become increasingly important. The Azerbaijan-Türkiye collaboration could serve as a model for similar partnerships throughout the region.

Neither country has announced specific joint initiatives following the meeting, but the exchange of expertise marks a significant step toward potentially more formalized cooperation in the future.
