Russia’s growing alliance with authoritarian regimes has created an increasingly sophisticated front in the global information war, experts warn. While Western nations have focused primarily on material support flowing to Moscow’s war effort in Ukraine, a quieter but potentially more destabilizing collaboration is emerging in the information domain.

Since Russia’s full-scale invasion of Ukraine began in February 2022, Moscow has received various forms of support from authoritarian allies including Iran, North Korea, Belarus, and China. However, the expansion of information warfare cooperation has received comparatively little attention from Western officials despite its far-reaching implications.

A recent high-level meeting in Hangzhou between Russian Prime Minister Mikhail Mishustin and Chinese Premier Li Qiang signaled a deeper partnership between the two powers on information operations. The early November summit included specific commitments to collaborate on media initiatives, counter what they term “disinformation,” and promote traditional values—language that often masks coordinated propaganda efforts.

Security analysts point to Russia’s established expertise in multimedia information operations, which have been deployed extensively to disrupt European political landscapes. Moscow has pioneered sophisticated techniques to exploit social divisions and amplify polarizing narratives across Western democracies, with Beijing now appearing to offer both tacit and active support for these efforts.

“The Kremlin invests vast sums to finance information operations and has repeatedly used disinformation to destabilize its opponents,” said William Dixon, an associate fellow at the Royal United Service Institute specializing in cyber and international security issues. “China is also well aware of the increasing role played by information capabilities and has established a range of powerful tools.”

Evidence of this collaboration appears most visibly on social media platforms. Disinformation watchdogs from Ukraine’s National Security and Defense Council have identified coordinated Russian campaigns on TikTok, allegedly using artificial intelligence to create videos featuring supposed “ordinary Ukrainians” conveying messages designed to demoralize Ukrainian society and undermine resistance.

Russian state media has also established a growing presence on Chinese social platforms, with Kremlin outlets actively promoting war-related content on China’s Weibo. Meanwhile, Beijing’s state media and officials regularly amplify key Russian narratives about Ukraine, particularly those blaming Western nations for provoking the conflict and portraying sanctions as self-defeating.

The Chinese government’s strictly controlled social media environment has reportedly been used by Russia to recruit Chinese citizens for the war in Ukraine, with recruitment advertisements appearing in numbers that suggest tacit approval from authorities in Beijing.

Both powers employ remarkably similar messaging frameworks, typically depicting the war as a defensive reaction to provocative Western policies rather than an unprovoked invasion. This narrative alignment extends beyond Ukraine to broader geopolitical issues, creating what experts describe as mutually reinforcing information ecosystems.

The expansion of this authoritarian information alliance coincides with surging support for far-right political parties across Europe. While these populist movements have diverse agendas, many share sympathetic stances toward Russia and receive extensive coverage on Kremlin-linked media platforms.

Security analysts argue that Western policymakers must recognize information warfare as a tier-one national security threat requiring a comprehensive response. The current approach—primarily focused on fact-checking and debunking false information—fails to address the systematic nature of these operations.

“Western governments must be prepared to publicly expose attacks and impose tangible costs,” said Maksym Beznosiuk, a strategic policy analyst focusing on Ukraine and European security. “The tools and frameworks exist; Western governments must now demonstrate the necessary political will.”

Experts recommend that the European Union and NATO establish clear diplomatic, legal, and economic red lines in the information domain, signaling that information offenses will be treated as comparable to other violations of sovereignty.

Drawing on specific experiences from Ukraine’s wartime information defense and recent elections in Romania and Moldova could help build more effective countermeasures. A unified approach combining government initiatives with civil society efforts would create a more resilient information ecosystem against these coordinated campaigns.

As this authoritarian axis continues to set new standards in coordinated information operations, the West faces mounting pressure to develop an equally systematic response before further political destabilization occurs.
