As governments and technology companies expand fact-checking initiatives, new research suggests that verifying false claims after they spread is not enough to curb the global misinformation crisis.

Reports from the World Economic Forum have identified misinformation and disinformation among the top short-term global risks in recent years, warning that false narratives can undermine elections, public health responses, and social cohesion. Media experts say that while fact-checking plays a crucial corrective role, it often struggles to match the speed, scale, and emotional appeal of viral falsehoods online.

Professional fact-checking organizations typically publish evidence-based corrections after misleading content has already circulated widely. By that point, algorithms on major social media platforms may have amplified the original claim to millions of users, creating a significant time lag between misinformation and correction.

“The challenge is fundamentally one of scale and timing,” says Dr. Aisha Khan, digital media researcher at the University of Lahore. “When a false claim goes viral, it can reach millions within hours. Even the most efficient fact-checking operations typically take days to verify information, by which time the damage is often done.”

Studies cited by the Reuters Institute for the Study of Journalism show that audiences with low trust in mainstream media are less likely to engage with corrections, even when they are prominently displayed. In highly polarized environments, corrections can even reinforce prior beliefs among certain groups, a phenomenon researchers call the “backfire effect.”

Compounding the challenge is the format of modern misinformation. False claims are increasingly packaged in short videos, memes, and emotionally charged narratives that are easier to share and harder to debunk in a concise, equally engaging format.

“We’re fighting an asymmetric battle,” notes Farhan Bokhari, senior fact-checker at Pakistan’s Digital Rights Foundation. “Creating misinformation is cheap and easy. Debunking it requires resources, expertise, and time—all in short supply in many newsrooms.”

In response to these challenges, policymakers and researchers are shifting focus toward “prebunking,” proactively warning audiences about common manipulation tactics before they encounter false claims. This approach draws on inoculation theory from psychology, suggesting that exposing people to weakened forms of misinformation can build resistance.

UNESCO has emphasized media and information literacy as a long-term defense, urging governments to integrate critical thinking skills into national education strategies. Several countries, including Finland and Estonia, have incorporated media literacy into their school curricula, showing promising results in building student resilience against false information.

Technology companies have also experimented with friction-based interventions, such as prompts encouraging users to read articles before sharing them or labels that provide context without removing content. Twitter (now X) and Meta have implemented such features, though their effectiveness varies widely depending on implementation.

“The design of digital platforms plays a crucial role in how information spreads,” explains Saad Hamid, technology policy consultant in Islamabad. “Small design changes, like adding friction to the sharing process or adjusting recommendation algorithms, can have significant impacts on misinformation flow.”

Early research indicates that such design changes can reduce the spread of questionable material, though results vary by platform and region. A 2023 study by Stanford researchers found that simple prompts asking users if they want to read an article before sharing it reduced misinformation spread by up to 24% on some platforms.

Experts argue that a broader ecosystem approach is needed. This includes transparent platform policies, sustainable funding models for independent journalism, newsroom investment in explanatory reporting, and stronger public communication strategies during crises. Without systemic measures, fact-checking risks functioning as a reactive tool in an environment designed for rapid virality.

For Pakistani journalists and media organizations, the global debate underscores the limits of relying solely on post-publication corrections to combat falsehoods. Newsrooms may need to invest more in explanatory journalism, audience engagement, and media literacy collaborations to build trust before misinformation takes hold.

“We need to move from just correcting false claims to helping audiences understand complex issues and recognize manipulation techniques,” says Amina Sadiq, editor at Dawn News. “That requires a fundamental shift in how we approach journalism in the digital age.”

As Pakistan approaches its next election cycle, the effectiveness of fact-checking initiatives may depend less on their ability to debunk individual claims and more on their success in building audience resilience against manipulation tactics before they encounter misinformation.
