Russian forces launched a series of attacks against Ukrainian energy infrastructure overnight Tuesday, killing six people, including two emergency service workers, and injuring dozens more across multiple regions, President Volodymyr Zelenskyy reported.
In a strongly-worded statement on Telegram, Zelenskyy condemned what he described as Russia’s “absolute cynicism” in requesting silence for propaganda celebrations while continuing missile and drone strikes.
“It is absolute cynicism to ask for silence to hold propaganda celebrations and carry out such missile and drone strikes every day before that,” Zelenskyy said. “Russia can cease fire every day, and this will stop the war and our responses. Peace is needed, and real steps are needed for this. Ukraine will act in a mirror manner.”
The overnight assault targeted critical infrastructure in the Poltava Region, where Russian forces launched a secondary strike as emergency responders were already working to extinguish fires from the initial attack. This double-strike tactic, which deliberately targets first responders, has been condemned by human rights organizations as a potential war crime.
Among the four people killed in Poltava were two veteran emergency service workers: Viktor Kuzmenko, a Hero of Ukraine who had responded to more than 50 shelling incidents throughout the conflict, and Dmytro Skryl, who had served in the State Emergency Service for over two decades.
“My sincere condolences to his family and friends,” Zelenskyy added, paying tribute to the fallen emergency workers.
The attacks extended across multiple regions of Ukraine. In Kharkiv Region, Russian strikes killed one person and wounded four others. The Dnipropetrovsk Region saw attacks on critical infrastructure that injured three people, with particular damage in Pavlohrad, where thousands of families lost electricity after power lines were damaged.
Additional strikes were reported in Zaporizhzhia and Kyiv regions, where three more people were wounded. Emergency services were deployed across affected areas to address power outages and provide assistance to civilians.
“In general, the main targets of Russia this night were our energy infrastructure facilities,” Zelenskyy emphasized, highlighting a pattern that has emerged over months of Russian attacks targeting civilian infrastructure.
The Ukrainian energy grid has been under sustained pressure since Russia began systematically targeting power stations, transmission lines, and distribution facilities in October 2022. These attacks intensified during winter months, leaving millions of Ukrainians without reliable heating, electricity, and water services during freezing temperatures.
The latest wave of attacks has caused new power outages across the Dnipropetrovsk, Zaporizhzhia, Sumy and Kharkiv regions, further straining Ukraine’s energy system that has been repeatedly damaged and repaired throughout the conflict.
Energy experts note that these persistent attacks on civilian infrastructure appear designed to break Ukrainian morale and create humanitarian crises that strain government resources. Ukrainian energy companies have been working around the clock to implement emergency repairs, but the cumulative damage has significantly reduced the country’s power generation capacity.
International aid organizations continue to support Ukraine’s energy sector with equipment and expertise, though the scale of destruction has outpaced repair efforts in many regions. The European Union and United States have pledged additional support for Ukraine’s energy resilience ahead of the coming winter months.
The overnight attacks came amid increasing international tension, with Ukraine’s allies debating expanded military support and Russia making veiled threats about potential escalation.

I agree, the targeting of first responders is a particularly abhorrent tactic that demonstrates Russia’s complete disregard for international norms of warfare. This should be condemned by all who value human rights and the rule of law.

Zelenskyy’s condemnation of Russia’s ‘absolute cynicism’ in requesting a ceasefire while continuing attacks is understandable. Targeting civilian infrastructure and first responders is a disturbing tactic that should be strongly condemned as a potential war crime.
I agree, the double-strike tactic is especially heinous and seems designed to maximize civilian suffering. Russia’s actions demonstrate a complete disregard for human life and international norms of warfare.
Russia’s actions are truly shocking and indefensible. Launching attacks on critical infrastructure and deliberately targeting emergency workers is a blatant violation of the laws of war. Zelenskyy is right to call out this ‘absolute cynicism’.
