Ukrainian children have returned home from Russian-occupied territories as part of the Bring Kids Back UA initiative, Presidential Office head Andriy Yermak announced this week. The latest returns highlight Ukraine’s ongoing struggle to recover thousands of children forcibly displaced during Russia’s invasion.

According to Ukraine’s Children of War portal, Russia has deported 19,546 Ukrainian children since February 2022. Despite concerted international efforts, only 1,791 children have been successfully returned as of November 12—less than 10 percent of those taken.

The International Criminal Court issued arrest warrants in March 2023 against Russian President Vladimir Putin and children’s rights commissioner Maria Lvova-Belova, charging them with war crimes related to the unlawful deportation and transfer of Ukrainian children to Russian territory.

Among those recently returned was a 10-year-old girl who suffered bullying from classmates for her Ukrainian heritage. Her younger brothers at kindergarten were forced to sing Russian songs and participate in fundraising for the occupying army, according to details Yermak shared via Telegram.

Another heartbreaking case involved a 7-year-old girl and her 2-year-old brother who lost their mother due to alleged medical negligence by Russian doctors. Despite having living relatives in Ukraine, Russian occupation authorities attempted to place the siblings in an orphanage.

A 19-year-old who was also returned had endured torture and death threats from Russian military personnel because a family member served in Ukraine’s Armed Forces. Upon reaching adulthood, he was immediately placed on Russian military registries by occupation authorities.

The children’s experiences align with findings from recent investigations that document Russia’s systematic efforts to channel deported Ukrainian children through cadet schools and military training programs. This militarization campaign targets children as young as eight years old, subjecting them to years of pro-Russian indoctrination with the apparent goal of eventually conscripting them into occupation forces.

Security analysts at the Institute for the Study of War have noted that Russia appears to be using deported Ukrainian children as political leverage in its dealings with the United States. Russian officials characterize limited returns as goodwill gestures toward Washington while continuing large-scale deportations.

Ukrainian President Volodymyr Zelenskyy has emphasized the importance of the Bring Kids Back UA initiative as the primary mechanism for facilitating children’s returns. The effort has gained significant international support, with a coalition of 41 countries now working together to support these repatriation efforts.

“We are fulfilling the president’s task—to return all Ukrainian children,” Yermak said on Telegram, acknowledging the contributions of Save Ukraine, the Security Service of Ukraine’s Joint Center, and various international partners in making these returns possible.

The children’s deportations represent one of the most troubling humanitarian aspects of Russia’s invasion, with lasting psychological impacts on those affected. Child protection experts have raised concerns about the trauma experienced by these children, who are often subjected to forced assimilation tactics designed to erase their Ukrainian identity.
