Ukraine Accuses Inter-Parliamentary Union of Becoming Platform for Russian Propaganda
Ukrainian officials have raised serious concerns about Russia’s growing influence within the Inter-Parliamentary Union (IPU), claiming Moscow is exploiting the international body to legitimize its global standing and spread propaganda amid its ongoing war against Ukraine.
Oleksandr Korniyenko, First Deputy Speaker of Ukraine’s Verkhovna Rada, revealed that Russia has significantly increased its participation in the IPU, often referred to as the “world parliament,” using it as one of its few remaining international platforms to promote its narratives.
“Russia uses the IPU platform for its own purposes, including to support legitimacy and promote its own view of events, including propaganda tools,” Korniyenko stated. “This is because it is one of the few platforms where Russia is still represented.”
The accusations come at a time of heightened geopolitical tensions, with Ukraine fighting to maintain international support for its defense against Russian aggression. According to Ukrainian officials, the IPU’s structure presents particular challenges, as it lacks mechanisms to exclude or suspend member delegations, even those representing countries engaged in international aggression.
Ukrainian frustration has been compounded by what they perceive as unbalanced leadership within the organization. Korniyenko specifically expressed disappointment that IPU President Tulia Ekson has made multiple visits to Russia and met with President Vladimir Putin, while having “not yet found time to visit Ukraine.”
The Ukrainian parliamentary leader warned that Russian influence extends beyond the IPU itself, affecting how the conflict is perceived globally. “Many countries and entire regions, unfortunately, are still either under the influence of Russian propaganda or simply do not fully understand the true reason for the war, the nature of this conflict,” he explained. “Some still do not know about Russia’s imperial ambitions, the desire to seize and destroy our state, the identity of Ukrainians.”
This situation highlights broader concerns about the effectiveness of international organizations in addressing conflicts when permanent members or influential states are involved. The IPU, established in 1889 and comprising parliamentarians from 179 countries, is meant to promote democratic governance and dialogue between national parliaments worldwide.
Analysts note that Russia’s strategy of maintaining presence and influence in international bodies like the IPU reflects its broader diplomatic approach since the invasion of Ukraine began in February 2022. With Russia facing sanctions and diplomatic isolation from Western countries, Moscow has intensified efforts to maintain relationships through alternative international forums and organizations where it retains membership and influence.
Korniyenko emphasized that this challenge isn’t unique to the IPU but affects other international bodies as well, including the United Nations. “This is what slows the reforms of the world parliament and the UN,” he noted, pointing to structural issues that prevent international organizations from taking stronger stances against aggressor states.
In response to these challenges, the Ukrainian delegation has pledged to increase its own engagement within the IPU to counter Russian narratives. Korniyenko stressed “the importance of conducting informational work on international platforms to convey the truth about Russia’s aggression and crimes,” highlighting ongoing efforts by Ukrainian representatives.
The Ukrainian government continues to call for greater international understanding of what it describes as Russia’s true imperial ambitions and the existential nature of the threat facing Ukraine. As this diplomatic struggle unfolds in parallel to the military conflict, Ukraine’s ability to effectively counter Russian influence in international forums like the IPU may prove crucial to maintaining global support for its sovereignty.
Ukrainian officials have indicated they will continue systematic work with international partners to ensure Russian actions in Ukraine are accurately portrayed and condemned in global forums, even as they face institutional challenges within organizations like the IPU.
