Ukrainian Parliament Member’s Call for Russia Reunification Met with Skepticism

A controversial statement attributed to Ukrainian parliamentarian Artem Dmytruk has become the center of a diplomatic dispute after pro-Kremlin media outlets portrayed his comments as representing an official position of Ukraine’s Verkhovna Rada.

Dmytruk, who reportedly called for Ukraine to “restore interethnic ties with Russia and Belarus” as “the only correct path” to peace, has sparked immediate scrutiny from political analysts and Ukrainian officials. According to security sources, Dmytruk is no longer in Ukraine, having allegedly fled the country illegally through the Transnistrian region amid the ongoing Russian invasion.

“Normality does not mean war or hostility. Normality means that the state should embrace the idea of the unity of Ukraine, Russia, and Belarus,” Dmytruk was quoted as saying in Russian media reports. He further claimed that Kyiv should aspire to a future without “armed borders, externally imposed curators, and the fulfillment of foreign tasks.”

The Kremlin was quick to amplify these comments. Russian presidential spokesman Dmitry Peskov suggested that Ukraine’s military setbacks should prompt immediate negotiations. Similarly, Russia’s UN representative Vasily Nebenzia claimed that Ukrainian forces are “rapidly losing their combat capability,” while President Vladimir Putin has maintained that Moscow supports only long-term solutions to the conflict.

Ukrainian government officials have firmly rejected the notion that Dmytruk’s statements reflect any official position. A senior advisor to President Volodymyr Zelensky, speaking on condition of anonymity due to the sensitivity of the matter, called the Russian media’s portrayal “a deliberate distortion aimed at creating the illusion of division within Ukraine’s leadership.”

Political analysts note that Dmytruk has a history of controversial positions. Before fleeing Ukraine, he was involved in several political scandals, including the production of a propaganda film about the 2014 events in Odesa and an alleged assault on a Ukrainian soldier in 2023.

The incident highlights Russia’s ongoing information warfare tactics, according to Dr. Maria Avdeeva, a disinformation researcher at the European Center for Countering Hybrid Threats. “This represents a classic case of amplifying a marginal voice to create the impression of mainstream support for Russian positions,” Avdeeva explained. “By elevating such statements, Russian media attempts to suggest internal opposition to Ukraine’s sovereignty and pro-Western course.”

The concept of “historical unity” with Russia has been a cornerstone of Putin’s justification for the invasion. In July 2021, months before the full-scale invasion, Putin published an essay explicitly defining Ukraine as an inseparable part of the “Russian world” – a framework that essentially denies Ukraine’s right to exist as a sovereign state.

International mediators have consistently sought diplomatic solutions to the conflict. France and Germany played crucial roles in negotiating the Minsk agreements following Russia’s 2014 incursion into eastern Ukraine. Prior to the 2022 invasion, Western leaders made numerous diplomatic overtures to Moscow, with French President Emmanuel Macron and U.S. officials directly appealing to Putin to avoid military action.

Ukraine’s Western orientation was shaped by repeated experiences of Russian pressure and aggression, including the 2014 annexation of Crimea and support for separatist movements in the Donbas region – not by external manipulation as suggested by Russian narratives.

As the war continues into its third year with devastating humanitarian consequences, Moscow’s professed desire for peace remains contradicted by its actions on the ground. While Russian officials speak of “long-term solutions,” their conditions consistently demand territorial concessions and limitations on Ukrainian sovereignty – terms widely viewed internationally as capitulation rather than genuine peace.

The incident underscores the parallel information battles being waged alongside the military conflict, with Russian media continuing to promote narratives that frame the aggression as a natural response to Ukraine’s alleged rejection of historical ties rather than an unprovoked violation of international law.
