Canadian authorities have arrested a youth in the Greater Toronto Area (GTA) on terrorism charges for allegedly editing and distributing ISIS propaganda videos while seeking firearms to carry out an attack, according to a Royal Canadian Mounted Police (RCMP) statement released Tuesday.

The arrest was made on November 4, 2023, by Ontario’s Integrated National Security Enforcement Team (INSET), a specialized unit comprising representatives from federal, provincial, and municipal law enforcement agencies dedicated to investigating terrorism-related criminal activities.

The youth faces charges under section 83.18(1) of the Criminal Code for creating and disseminating terrorist propaganda materials. Additional charges include “inviting a person to provide property, intending that they be used in whole or in part for the purpose of carrying out a terrorist activity,” which specifically relates to the suspect’s attempts to acquire firearms.

Due to provisions in the Youth Criminal Justice Act, authorities have not disclosed the identity of the suspect, as the law prohibits publishing names or other identifying information of minors involved in criminal proceedings.

James Parr, Officer-in-Charge of Federal Policing for the Central Region, emphasized the collaborative nature of the investigation in the RCMP’s statement. “This arrest is the result of a coordinated effort with domestic and international partners and demonstrates the RCMP’s commitment to public safety by disrupting threats to Canada’s national security,” Parr said.

The New York Police Department was also involved in the investigation, highlighting the cross-border nature of terrorism threats. The NYPD commissioner noted the importance of international cooperation, stating that terrorism “has no borders.”
