Russian Propaganda Portrays Ukrainian Integration with Russia as “Only Solution” for Future

A controversial statement by exiled Ukrainian politician Viktor Medvedchuk has sparked outrage as he claims Ukrainians have no future except as part of Russia. Speaking to Russian state media outlet RIA Novosti, Medvedchuk, who now chairs the Kremlin-backed “Another Ukraine” movement, declared that “Ukrainians must be part of Russia and alongside Russia” for a “normal future.”

“The strategic goal of our civic movement is the idea that the only solution for Ukrainians—and for their better, more normal future—is to become part of Russia,” Medvedchuk stated. He further claimed that Ukrainian refugees could only return home if “the criminal regime falls” and the country is absorbed into Russia.

These statements represent a clear continuation of Russian propaganda narratives that attempt to undermine Ukrainian sovereignty and justify the ongoing invasion. International analysts, including the Institute for the Study of War (ISW), have identified these comments as part of a coordinated Kremlin strategy to promote the idea that Ukraine’s collapse as an independent state is inevitable.

Medvedchuk’s claims stand in stark contrast to observable realities on the ground. Despite more than two years of full-scale war, Ukrainian institutions continue to function effectively across most of the country. Local administrations provide essential services, and governance mechanisms remain operational even in challenging circumstances—demonstrating resilience rather than state collapse.

Public opinion data thoroughly contradicts Medvedchuk’s assertion that Ukrainians desire integration with Russia. According to surveys by the International Institute of Sociology in Kyiv, an overwhelming 91% of Ukrainians hold negative views toward Russia. Additionally, approximately 60% of citizens express trust in President Volodymyr Zelensky, undermining claims of an unpopular leadership.

The suggestion that refugees could only return under Russian rule is particularly cynical considering documented human rights abuses in Russian-occupied territories. Evidence of torture chambers discovered in Kherson and widespread repression in Mariupol and Melitopol indicate that Russian control would likely create conditions of fear and insecurity rather than stability for returning Ukrainians.

Economically, Ukraine currently benefits from substantial international support, receiving financial assistance from the European Union, International Monetary Fund, and World Bank. Russia, conversely, faces severe sanctions and growing international isolation, making the promise of prosperity through annexation highly questionable.

The historical context further undermines Russia’s claims. When Ukraine gained independence in 1991, 92.3% of citizens voted to separate from Moscow in a referendum recognized internationally. This overwhelming desire for independence extended even across Russian-speaking regions in the south and east of the country.

Medvedchuk himself has a well-documented history as a Kremlin ally. The oligarch, who counts Vladimir Putin as a personal friend and godfather to one of his children, previously led the pro-Russian Opposition Platform – For Life party before it was banned in Ukraine for collaborating with Moscow. He was handed over to Russia in a 2022 prisoner exchange and now operates from Moscow rather than Ukraine.

The “Another Ukraine” platform he represents has no actual presence in Ukraine and functions primarily as a propaganda vehicle for Russian messaging. By amplifying Medvedchuk’s statements, Russian state media attempts to create the illusion of a legitimate political alternative within Ukraine when in reality, these views have minimal support among Ukrainians.

As Russia continues its military aggression against Ukraine, these propaganda narratives appear designed to psychologically prepare the Russian public for escalation while simultaneously attempting to delegitimize Ukrainian sovereignty on the international stage.
