Russian forces continue to make misleading claims about their control of Kupiansk, according to Ukrainian authorities who have revealed significant discrepancies in the Kremlin’s narrative. The Center for Countering Disinformation (CCD) at Ukraine’s National Security and Defense Council has exposed what it describes as deliberate propaganda attempts by Russia’s Ministry of Defense regarding the strategic eastern city.

The controversy centers on drone footage recently released by Russian military officials that purportedly shows Russian soldiers moving through Kupiansk streets. According to the CCD, this video actually depicts Russian forces retreating from the northern outskirts of the city rather than demonstrating control over it.

“The Russian Ministry of Defense presents the retreat of a group of Russians from Kupiansk as evidence of its capture,” the CCD stated in its assessment of the footage. The misrepresentation appears so obvious that even some Russian propaganda channels have refuted the claims, recognizing geographical inconsistencies apparent to anyone familiar with the area.

This incident represents the latest chapter in Russia’s months-long campaign to claim control over Kupiansk, a strategically important city in Ukraine’s eastern Kharkiv region. Russian President Vladimir Putin personally declared the city’s capture in late November, yet Ukrainian authorities maintain that their forces control approximately 90% of Kupiansk.

Viktor Trehubov, head of Ukraine’s Joint Forces Communications Department, has acknowledged that clearing operations continue in the city.
