Russian Hybrid Warfare Intensifies Across Europe, Report Shows

A sharp increase in Russian-linked hybrid warfare incidents across Europe has raised significant security concerns, with intelligence reports documenting more than 150 suspected cases throughout EU and NATO member states since 2025.

According to the Munich Security Report 2026, these attacks represent a coordinated campaign targeting Western democracies. Germany has been particularly affected, with 321 suspected incidents including drone intrusions and disinformation campaigns targeting critical infrastructure.

Analysis from the International Centre for Counter-Terrorism (ICCT) and GLOBSEC reveals a fourfold increase in sabotage and vandalism operations compared to the previous year. Many of these operations involve criminal networks recruited by Russian intelligence services, creating a layer of deniability for Moscow.

Recent incidents highlight Russia’s strategy of testing Western resilience without triggering a direct military response. In late 2025, Russian fighter jets violated Estonian airspace, while drone attacks disrupted operations at Polish airports. These actions deliberately exploit legal and response ambiguities in NATO’s collective defense framework.

Security experts identify these tactics as part of Russia’s “new generation warfare” (NGW) doctrine, which evolved from military theorist Valery Gerasimov’s strategic thinking. This approach integrates kinetic elements like sabotage and drone intrusions with cyber-attacks and cognitive operations, emphasizing non-military means to achieve strategic objectives while avoiding open conflict.

“This isn’t conventional warfare—it’s about undermining societal cohesion from within,” said a senior European security analyst who requested anonymity. “By targeting critical infrastructure while simultaneously spreading divisive narratives, Russia creates cascading effects that erode public trust in democratic institutions.”

In the cognitive domain, propaganda has emerged as a central weapon rather than merely a supporting tool. Russian operations now utilize sophisticated social media campaigns, proxy outlets, and artificial intelligence to exploit political polarization and economic uncertainties, particularly regarding the post-war situation in Ukraine.

The European Union has begun implementing countermeasures, including Foreign Information Manipulation and Interference (FIMI) sanctions imposed in January 2026 against six Russian individuals involved in disinformation campaigns. However, security analysts describe these measures as largely reactive and insufficient against the scale of the threat.

“Europe has been playing defense while Russia executes a coordinated offensive strategy,” said Helena Bjørnsen, a researcher at the Centre for European Policy Analysis (CEPA). “The challenge is that traditional security frameworks weren’t designed to counter this type of multidimensional threat.”

According to intelligence assessments, Russia allocates approximately $2 billion annually toward these cognitive operations. The scale of these campaigns has evolved dramatically since 2022, transitioning from operations like “Doppelganger”—which cloned Western media outlets to spread disinformation—to sophisticated networks leveraging AI and Large Language Models to mass-produce convincing fake content.

Reports from EUvsDisinfo and France’s Viginum document networks like Portal Kombat and Pravda generating millions of artificial articles amplifying anti-EU and pro-Kremlin narratives. These operations exploit real incidents, such as infrastructure sabotage, to reinforce the narrative that “NATO failed to protect citizens.”

The report also indicates a shift in Russian strategy to exploit Ukraine’s war fatigue and transatlantic uncertainties. The Institute for the Study of War analysis shows Russia creating an “alternative reality” designed to erode public trust in Western institutions, potentially making conventional conflict unnecessary by achieving geopolitical goals through domestic destabilization.

The impact of these hybrid campaigns is already visible in increased socio-political polarization, reduced support for sanctions against Russia, and the rise of pro-Kremlin radical parties across the political spectrum. The Belfer Center projects potential limited military incursions in the Baltic region within three years if hybrid escalation continues unchecked.

Security experts are now calling for Europe to shift from a defensive “shield” strategy to a more proactive “sword” approach. Recommendations include broader sanctions against proxy organizations and oligarchs, stricter regulation of AI-generated content, proactive counter-narrative campaigns, and enhanced digital literacy programs.

“2026 could be a pivotal moment for European security,” Bjørnsen noted. “Either we develop a coordinated response to this existential threat, or we risk allowing these hybrid tactics to further undermine democratic institutions from within.”
