Russian propaganda is circulating false claims that European countries are being targeted by Ukrainian drones rather than Russian ones, according to a recent report from Ukraine’s Center for Countering Disinformation (CCD).

The CCD, which operates under Ukraine’s National Security and Defense Council, has identified a deliberate disinformation campaign centered on a drone that recently crashed in Romanian territory. Russian sources have been sharing images from Romanian media showing what they claim is a Ukrainian unmanned aerial vehicle (UAV) with Ukrainian-language inscriptions.

Romanian authorities scrambled fighter jets twice on the night of November 25 after detecting airspace violations near the counties of Tulcea and Galați. Both Eurofighter Typhoon and F-16 aircraft were deployed to respond to the incursions.

Following investigation of the wreckage, Romanian specialists confirmed the drone was of Russian origin, contradicting the propaganda narrative. The CCD identified the aircraft as a Russian reconnaissance “Gerbera” drone, essentially a variant of the Iranian-made “Shahed” drone without an explosive warhead.

Security experts note that while one inscription on the drone appeared in Ukrainian, all other markings were in Russian. The CCD emphasized that manually applied inscriptions in any language cannot be considered definitive evidence of a drone’s country of origin.

“Russia routinely uses these types of drones in its attacks against Ukraine,” a CCD representative explained. “This appears to be a calculated attempt to shift blame and create confusion among European nations.”

This is not the first such incident. The CCD reports that similar disinformation tactics were employed following Russian drone incursions into Polish and Lithuanian airspace. In each case, Russian sources highlighted alleged Ukrainian-language markings as supposed “proof” of Ukrainian responsibility.

Military analysts point out that Russia’s use of Shahed-type drones has become a signature of its aerial campaign against Ukraine. These UAVs are relatively inexpensive to produce but capable of traveling hundreds of kilometers, making them useful for both reconnaissance and attack missions.

The drone incursions into Romanian airspace raise serious concerns about the potential for escalation. Romania, as a NATO member, is protected under the alliance’s collective defense principle. Unauthorized penetration of its airspace constitutes a violation of its sovereignty and international law.

For Ukraine, these false attribution campaigns represent a significant challenge in maintaining international support. “The purpose of spreading such disinformation is to discredit Ukraine and attempt to influence public opinion in European countries to damage Ukraine’s relationships with its allies,” the CCD concluded in its statement.

The incident highlights the complex nature of modern hybrid warfare, where information operations and physical attacks are coordinated to achieve strategic objectives. As Russia’s full-scale invasion of Ukraine approaches its third year, these information warfare tactics have become increasingly sophisticated.

European security analysts suggest that increased vigilance and cooperation between intelligence services are essential to combat such disinformation. Rapid attribution and public clarification of responsibility for border incidents have become crucial in maintaining a united front among Ukraine’s supporters.

The Romanian defense ministry continues to investigate the incident, working closely with NATO allies to strengthen monitoring of its airspace, particularly along its eastern border with Ukraine.
