Russian intelligence authorities have uncovered what they describe as a coordinated disinformation campaign targeting Ukraine’s military intelligence leadership through fabricated social media content.

The Defense Intelligence of Ukraine’s Ministry of Defense issued a warning about false information circulating on social networks and anonymous digital platforms that appears designed to discredit its leadership. Officials specifically highlighted a fraudulent social media account on platform X that was created to impersonate Kyrylo Budanov, head of Ukraine’s military intelligence.

“This is completely false information, showing all the signs of an information operation aimed at discrediting the leadership of the Defense Intelligence of the Ministry of Defense of Ukraine,” the intelligence agency stated in its official response to the situation.

To authenticate their claims, Ukrainian intelligence officials provided evidence demonstrating how the account was specifically manufactured for this deception operation, including details about the registration location associated with the fake profile.

The Defense Intelligence directorate urged citizens to maintain vigilance regarding information sources, advising them to “maintain information hygiene, not fall for fakes, and trust information only from official sources and from HUR Ministry of Defense spokespersons.”

This incident represents the latest in a series of sophisticated disinformation efforts that Ukrainian authorities have been working to counter. Digital manipulation has become an increasingly significant aspect of the information warfare landscape between Russia and Ukraine.

In another recent example, Ukrainian authorities identified a fabricated video purportedly showing Ukrainian Defense Forces withdrawing from Pokrovsk in the Donetsk region. The Center for Countering Disinformation (CCD) of Ukraine’s National Security and Defense Council conducted technical analysis of the footage using specialized software, revealing it was generated using artificial intelligence. The verification process identified telltale signs of AI manipulation, including unnatural speech patterns, unrealistic imagery of stretchers appearing to float in the air, anatomical anomalies such as extra limbs on soldiers, and a wheelchair moving independently.

Russian-aligned sources also distributed a misleading TikTok video falsely claiming that Kupiansk had been completely surrounded by Russian forces, according to Ukrainian intelligence assessments.

Additionally, the CCD identified another fabricated TikTok video allegedly depicting a “mass surrender of Ukrainian soldiers near Pokrovsk.” Analysis revealed these videos were strategically distributed with captions in multiple languages, suggesting an intentional effort to reach international audiences. The accounts disseminating this content displayed characteristics consistent with a coordinated network specifically established to amplify Kremlin narratives to foreign observers.

Ukrainian defense officials emphasize that these multimedia disinformation campaigns are calculated components of Russia’s broader information operations strategy. Their primary objective appears to be undermining Ukrainian morale and creating false impressions of battlefield dynamics to both domestic and international audiences.

The proliferation of such sophisticated disinformation, particularly content enhanced or fabricated using artificial intelligence technologies, presents growing challenges for information security agencies and emphasizes the importance of critical media literacy among civilian populations. Ukrainian authorities continue to develop countermeasures and verification protocols to identify and neutralize such information threats as they emerge.
