Russian Propaganda Campaign Fabricates Charlie Hebdo Cover to Undermine Ukraine Aid

Russian state-aligned media and social media accounts have launched a coordinated disinformation campaign featuring a fabricated cover of the French satirical magazine Charlie Hebdo, security and disinformation experts confirm.

The falsified image depicts Ukrainian President Volodymyr Zelensky alongside actress Angelina Jolie with the caption: “The tomb raider has arrived to meet the raider of the European treasury.” The image began circulating across Russian Telegram channels and bot networks on X (formerly Twitter) this week, coinciding with Jolie’s humanitarian visit to frontline regions in Ukraine.

An investigation reveals numerous inconsistencies in the fabricated cover. It bears the date November 13 and issue number 1741, but Charlie Hebdo published no issue on that date. The magazine’s authentic recent editions were released on November 5 and November 12, numbered 1737 and 1738 respectively, with completely different cover art unrelated to Ukraine.

Neither Charlie Hebdo’s official website nor its social media accounts, where new issues are routinely previewed, contain any trace of the purported cover featuring Zelensky and Jolie.

This fabrication represents just the latest in a pattern of Russian propaganda efforts targeting Western public opinion. Analysts tracking disinformation have documented similar fake covers attributed to German magazine Titanic, French publications Courrier International and Franc Tireur, Indian weekly Ananda Vikatan, American political satire magazine Humor Times, and Spanish satirical magazine El Jueves.

“Creating false media artifacts from recognized Western publications serves multiple propaganda objectives,” explains Dr. Emma Briant, disinformation researcher at Bard College. “It creates the illusion that Western media and public opinion are turning against Ukraine, while simultaneously attempting to demoralize Ukrainians and their leadership.”

The timing of this particular disinformation effort appears calibrated to counter the impact of Jolie’s high-profile visit to Kherson and Mykolaiv, areas where civilians report facing daily terror from Russian drone surveillance and attacks.

Jolie, a UNICEF Goodwill Ambassador, documented her experience in these frontline communities on Instagram, writing: “The threat of drones was a constant, heavy presence. You hear a low hum in the sky. It’s become known locally as a ‘human safari’, with drones used to track, hunt and terrorize people, constantly.”

She described having to pause during her visit while a drone flew overhead. “I was in protective gear, and for me, it was just a couple of days. The families here live with this every single day,” Jolie wrote, bringing international attention to the psychological warfare tactics deployed against Ukrainian civilians.

Local officials in Kherson and Mykolaiv have documented numerous cases where Russian forces use drones not only for military reconnaissance but also to deliberately terrorize civilian populations, creating constant anxiety among residents who never know when they are being watched or targeted.

Media monitors note that this disinformation effort follows a familiar Russian playbook. Earlier campaigns included fabricated claims that Ukraine was sending 17-year-old soldiers to fight in Pokrovsk, a narrative debunked by independent fact-checkers.

As Western governments debate continued military and financial support for Ukraine, these propaganda efforts aim to erode public support for aid packages by portraying Ukraine’s leadership as corrupt or exploitative of Western generosity.

Security experts advise increased vigilance around viral images purporting to show Western media criticism of Ukraine, recommending that readers verify such content through official publication channels before sharing.
