The prisoner exchange that took place on April 11, 2026, involving 175 individuals from each side, became another focal point for disinformation. Russian propaganda characterized the return of Russian civilians evacuated from the Kursk region as “proof” of Ukrainian terrorism, labeling Ukraine a “terrorist state” that allegedly takes civilians hostage. Monitoring groups identified at least 250 publications pushing this false narrative.
“This represents a classic disinformation technique – taking a humanitarian exchange and weaponizing it to damage Ukraine’s international standing,” explained Dr. Olena Kozachenko, an information warfare specialist at the Kyiv Institute for Strategic Studies, who was not involved in the SPRAVDI monitoring. “The timing alongside the ceasefire announcement is not coincidental.”
The SPRAVDI Center documented approximately 6,300 materials containing manipulative references to Ukraine across 110 resources known for spreading disinformation during just the two-day period. This indicates a coordinated, large-scale effort to shape global perception.
This campaign follows earlier Russian propaganda efforts, including a fabricated France 24 fact-check that falsely claimed Ukrainians wished for harm to former U.S. President Donald Trump. Such tactics demonstrate the sophisticated nature of Russia’s information warfare strategy.
Media analysts note that these disinformation campaigns have become increasingly sophisticated since Russia’s full-scale invasion began in February 2022. The campaigns typically combine genuine news events with fabricated quotes, misleading contexts, and emotional language designed to evoke specific reactions from international audiences.
