Russian propagandists have deployed a sophisticated artificial intelligence operation to spread disinformation about Ukrainian military recruitment, according to Ukrainian officials who exposed the deceptive campaign this week.

The fabricated video, which circulated widely on Telegram and X (formerly Twitter) on April 28-29, purportedly showed a disturbing scene of a uniformed man being tied to a car and dragged across a field. The footage was presented as an act of “revenge” against a Territorial Recruitment Center (TRC) employee by someone whose brother had allegedly been forcibly mobilized.

Ukrainian authorities have definitively labeled the video as fake. Analysis revealed the clip originated from a Russian Telegram channel called “Na samom dele v Odesse” (“What’s Really Happening in Odessa”), which deceptively poses as a Ukrainian information source. The posts promoting the video contained suspicious elements, including prompts encouraging viewers to subscribe to Russian platforms such as Max and Zen.

Digital forensic investigation traced the video’s first appearance to April 26 on another pro-Russian Telegram channel named “Arkticheskie volki” (“Arctic Wolves”). The accompanying text claimed the incident occurred in Ukraine’s Kirovohrad region—a detail specifically crafted to lend credibility to the fabrication.

Major Polina Kravchenko, who heads the communications group at the Kirovohrad Regional TRC, categorically refuted these claims in a statement to Ukrinform. “No unlawful actions against our servicemen have been recorded. The information distributed along with the video is not true,” she said.

Kravchenko highlighted several red flags that expose the video’s fraudulent nature: “Analysis of the footage indicates obvious signs of staging: no identifiable location, no confirmation from any official sources. It has been established that this content has no connection to our region and is being deliberately spread via unknown Telegram resources.”

Technical analysis has provided further evidence of manipulation. According to DeepFake-O-Meter, an AI detection tool, there is a 99% probability that artificial intelligence was used to create or significantly alter the footage—placing it among the growing category of synthetic media being deployed in information warfare.

This incident represents a concerning evolution in Russia’s ongoing information and psychological operations (IPSO) targeting Ukraine. Security experts note that such disinformation campaigns serve multiple strategic objectives: discrediting Ukrainian military recruitment personnel, disrupting mobilization efforts, eroding public trust in government institutions, and potentially provoking citizens into unlawful actions against military representatives.

The timing of the fake video coincides with heightened tensions around Ukraine’s mobilization efforts, which have been necessary to sustain the country’s defense against Russia’s full-scale invasion, now in its third year. By targeting recruitment centers specifically, the disinformation appears designed to exploit genuine public anxieties about military service during wartime.

This is not an isolated incident. Ukrainian authorities have previously identified similar Russian propaganda operations, including recent false claims about alleged plans for mass mobilization of Ukrainian women. Together, these campaigns form part of a systematic effort to destabilize Ukrainian society from within.

The sophisticated nature of the fabrication—using AI technology to create convincing but entirely fictional scenarios—highlights the evolving challenges facing both government authorities and social media platforms in combating disinformation. As AI tools become more accessible and their outputs more convincing, distinguishing truth from fiction becomes increasingly difficult for average citizens consuming information online.

Ukrainian security services continue to monitor for similar disinformation campaigns and are urging citizens to verify information through official channels before sharing content that could potentially serve foreign propaganda interests.
