Russian forces have not encircled Kupiansk, despite a wave of AI-generated videos circulating on TikTok that claim otherwise, according to Ukrainian authorities. The Center for Countering Disinformation (CCD), operating under Ukraine’s National Security and Defense Council, has issued a warning about these sophisticated fake videos.

The fabricated clips feature computer-generated “Ukrainian soldiers” who discuss a supposedly “critical situation” in Kupiansk, falsely claiming that Russian troops have completely surrounded the strategic eastern Ukrainian city. These videos represent an evolution in Russia’s information warfare tactics, as they leverage artificial intelligence to create increasingly convincing disinformation.

Experts from the CCD have identified several telltale signs that expose these videos as fakes. The AI-generated characters display unnatural facial expressions that don’t match human movements, while their speech is delivered in monotone, synthetic voices characteristic of text-to-speech technology. Perhaps most revealing is a linguistic error: the fake “soldiers” consistently mispronounce “Kupiansk,” placing emphasis on the wrong syllable—a mistake that native Ukrainian speakers would not make.

“In reality, claims of a ‘complete encirclement of Kupiansk’ by Russian forces are false,” the CCD stated in their Telegram announcement. “Intense fighting continues in the area, and Ukrainian troops are holding back the Russians.”

Kupiansk, located in the Kharkiv region of northeastern Ukraine, has significant strategic importance. Ukrainian forces recaptured the city in September 2022 during a successful counteroffensive, but the area has seen renewed Russian pressure in recent months as Moscow has attempted to regain lost territory.

The fake videos appear designed to demoralize Ukrainians and create the impression that Russian forces are achieving greater battlefield success than they actually are. This disinformation campaign coincides with increased Russian military activity in the sector, suggesting a coordinated approach that combines kinetic operations with information warfare.

This isn’t the first time Russian operatives have deployed AI-generated content on social media platforms. Earlier this year, the CCD had already warned about fake TikTok videos promoting a “peace at any cost” narrative regarding the war in Ukraine. The use of TikTok as a distribution channel is particularly concerning to security experts, given the platform’s massive reach among younger demographics and its algorithm-driven content discovery features.

Social media companies have struggled to keep pace with the rapid evolution of AI-generated disinformation. While platforms like TikTok have policies against misleading content, the sheer volume and increasing sophistication of these fakes present significant moderation challenges.

Security analysts note that Russia’s deployment of AI for disinformation purposes represents a concerning trend in modern information warfare. As generative AI technology becomes more accessible and refined, the line between authentic and fabricated content grows increasingly blurred.

Ukrainian authorities are urging citizens to verify information through official channels and approach viral social media content with heightened skepticism. They emphasize the importance of checking multiple credible sources before accepting claims about battlefield developments, particularly those that appear sensational or dramatic in nature.

As the conflict continues, information security experts anticipate that both the volume and sophistication of AI-generated propaganda will increase, making digital literacy and critical consumption of media more essential than ever for civilians navigating the information landscape of modern warfare.
