Investigation reveals this narrative is entirely manufactured. The CCD reports that propaganda outlets are circulating a doctored screenshot of a Ukrainian news article with a falsified headline created using photo editing software.
The actual incident in Chernivtsi involved a domestic dispute between two civilians where one man fired a pneumatic pistol at another. No serious injuries occurred, and there is no evidence suggesting either participant was military personnel or that language played any role in the altercation.
“Creating such fakes by altering headlines and twisting the content of real news is a typical tactic of Russian propaganda,” the CCD explained. “The enemy uses these disinformation pieces to tarnish the reputation of our military in the eyes of Ukrainian society and to provoke a rift between the armed forces and civilians.”
This fabrication is part of a broader disinformation campaign targeting Ukraine’s military. The CCD previously identified another false narrative claiming Ukrainian commanders order soldiers to kill their own troops who attempt to retreat or surrender. These stories typically cite anonymous sources and lack any documentary evidence, photographs, or official confirmation.
The CCD notes that this narrative about shooting deserters is a “mirror projection” of practices documented in the Russian military that propaganda outlets attempt to attribute to Ukrainian forces instead.
In another example of false information, Russian propaganda channels have spread claims that Ukrainian forces are mining apartment buildings in Kostiantynivka and preventing residents from leaving the city. Such fabrications aim to deflect attention from documented Russian war crimes by falsely attributing similar actions to Ukrainian defenders.
The disinformation campaign has also expanded to social media platforms like TikTok, where AI-generated videos purportedly show mass surrenders of Ukrainian troops near Pokrovsk.
