Russian forces have deployed aerial propaganda tactics in northeastern Ukraine this week, dropping leaflets and fake currency from drones over the city of Sumy, according to Ukrainian officials and media reports.

The psychological warfare operation utilized unmanned aerial vehicles to disperse materials containing messages about “shared roots” and “brotherhood” between Russians and Ukrainians, Ukrainian news outlet Censor.NET reported. Among the slogans printed on the leaflets was “Our grandfathers were brothers in the trenches,” an apparent reference to the Soviet experience during World War II.

The timing appears deliberate, coinciding with Russia’s preparations for Victory Day on May 9, an annual celebration when Moscow traditionally emphasizes narratives of Soviet unity and wartime legacy. The propaganda effort combines historical psychological warfare tactics with modern drone technology.

Oleh Hrihorov, head of the Sumy Regional Military Administration, issued a warning on Facebook about the materials. “It is an attempt at provocation. Be careful,” he wrote, urging residents to report such items to authorities immediately rather than collecting them.

Ukrainian military and law enforcement agencies have cautioned civilians against approaching or handling any objects dropped from drones, noting they could potentially conceal explosive devices or other hazards. The fake banknotes appear designed to attract civilian attention, enticing people to pick up the propaganda materials.

This is not the first instance of such tactics during the current conflict. A similar incident was reported in April in Ukraine’s Chernihiv region, where Russian drones dispersed leaflets disguised as currency bearing QR codes.

Security analysts familiar with Russian information operations note that these methods mirror historical propaganda tactics used extensively during World War II, when both Axis and Allied forces dropped leaflets over enemy territory. The modern adaptation using drones allows for more precise targeting of civilian areas without risking aircraft or personnel.

Sumy’s strategic location near the Russian border has made it particularly vulnerable since the beginning of Russia’s full-scale invasion in February 2022. The city and surrounding region have endured persistent drone and missile attacks targeting both infrastructure and residential areas.

The leaflet campaign represents just one element of Russia’s broader information warfare strategy against Ukraine, which has included cyber operations, social media manipulation, and targeted disinformation campaigns. Ukrainian officials have consistently worked to counter these efforts through public awareness campaigns and rapid communications about Russian psychological operations.

Military experts suggest these propaganda efforts indicate Russia’s continuing focus on undermining Ukrainian morale and attempting to sow division among the population, particularly in border regions that share cultural and historical connections with Russia.

Ukraine’s resilience against such psychological tactics has been notable throughout the conflict, with communities in frontline regions like Sumy developing increasing awareness of and resistance to Russian influence operations.

The Ukrainian government continues to advise citizens in border regions to remain vigilant about potential provocations, particularly as Russia approaches Victory Day celebrations, historically a period when Moscow increases both military and information operations to demonstrate strength and resolve.

As the conflict enters its third year, such psychological warfare tactics highlight the multifaceted nature of modern warfare, where battlefield operations are complemented by sophisticated efforts to influence civilian populations through propaganda and disinformation.
