Russian disinformation operations have targeted Latvia with false claims about a Ukrainian drone attack on a passenger train, according to a recent report from the Center for Countering Disinformation.
The fabricated story alleged that a Ukrainian drone struck a passenger train on the Riga-Daugavpils route, causing a fire in the engine compartment. According to the false narrative, passengers were evacuated and subsequently forced to sign non-disclosure agreements to prevent them from discussing the incident.
To lend credibility to their claims, Russian propagandists repurposed authentic footage showing passengers being evacuated from a train, but presented it within an entirely fabricated context. The Center for Countering Disinformation clarified that while a diesel train fire did occur at Nitsgale station on May 5, the incident had no connection whatsoever to drone activity.
Neither Latvian authorities nor local media outlets reported any drone-related incidents on the date in question, further confirming the manufactured nature of the story.
This fabrication represents part of a broader pattern of Russian disinformation targeting Baltic nations, according to the Center. These coordinated efforts typically involve spreading false narratives about alleged “Ukrainian drone” activities in the region.
“The systematic spread of such fake news serves multiple strategic purposes for Russian information warfare,” explained a security analyst familiar with disinformation tactics in Eastern Europe. “By portraying Ukraine as hostile toward NATO countries, Russia attempts to drive wedges between Ukraine and its allies, while simultaneously diverting attention from its own destabilizing activities in the region.”
Latvia, along with other Baltic states, has been a frequent target of Russian information operations due to its strong support for Ukraine and its strategic position as a NATO member bordering Russia. Since Russia’s full-scale invasion of Ukraine in February 2022, Baltic nations have reported significant increases in disinformation campaigns targeting their security, governance, and social cohesion.
The Center for Countering Disinformation also noted that this incident follows other recent Russian propaganda efforts, including the circulation of a fabricated video purporting to show fighters from Ukraine’s 81st Separate Airmobile Brigade defecting to Russian forces and raising Russian flags over their positions. Additionally, Russian information channels have been spreading false narratives about alleged atrocities committed by Ukrainian military personnel.
Such tactics mirror Russia’s broader information warfare strategy, which combines elements of traditional propaganda with modern digital manipulation techniques. The approach often involves taking genuine imagery or events and recasting them with false contexts to create narratives that advance Russian strategic interests.
Security experts recommend that civilians in Baltic and other European nations verify information through multiple reliable sources, particularly when encountering dramatic claims about military incidents or cross-border provocations. Social media platforms have become primary vectors for such disinformation, making critical media literacy increasingly important for the general public.
Latvian authorities continue to work closely with NATO allies and Ukraine to monitor and counter disinformation campaigns targeting the region’s security environment.
