Russian Drones Deploy Propaganda Leaflets in New Psychological Warfare Tactic

Russian forces have expanded their hybrid warfare strategy against Ukraine by using unmanned aerial vehicles to distribute propaganda leaflets during recent drone attacks, according to Ukrainian officials. Ukrainian Defense Ministry advisor Serhii “Flash” Beskrestnov revealed on April 16 that Russian “Gerbera” drones scattered printed materials during a strike. In a Telegram post, Beskrestnov dismissed the effectiveness of the tactic, writing: “Gerberas are again scattering leaflets. Thank God that the enemy’s propagandists are ‘stupid’ and spread such nonsense.”

Images released alongside the report showed leaflets featuring U.S. President Donald Trump, with messaging designed to convince Ukrainians that American support for their country has ended. Security analysts note this represents a calculated attempt to undermine Ukrainian civilian morale by suggesting Western allies are abandoning the country.

The leaflet campaign appears to be part of a broader Russian information and psychological operations (PSYOP) strategy that combines conventional military tactics with psychological manipulation. Ukrainian authorities warn that the content deliberately promotes misleading narratives about international support, attempting to create doubt and division within Ukrainian society.

These counterfeit notes urged civilians to share coordinates of Ukrainian Armed Forces positions in exchange for payment. Regional police warned residents that providing such information constitutes treason under Ukrainian law, a serious criminal offense carrying severe penalties.

Military experts suggest these psychological operations may indicate Russian attempts to compensate for battlefield setbacks with alternative methods of warfare. By targeting civilian populations with manipulative messaging, Russian forces aim to create confusion, erode trust in Ukrainian authorities, and potentially gather intelligence.
