French authorities have arrested three individuals accused of conducting espionage operations for Russia under the guise of a humanitarian organization, according to judicial officials familiar with the case. The suspects were allegedly involved with SOS Donbass, a French-Russian group that publicly claimed to provide humanitarian assistance to civilians in eastern Ukraine.

Intelligence services have long suspected the organization of functioning as a front for Russian influence operations on French soil. The group’s activities reportedly went beyond humanitarian work to include spreading pro-Kremlin propaganda and gathering sensitive information.

One of the detainees, a 40-year-old Russian national, was identified through surveillance footage captured in September. The footage allegedly shows him posting pro-Russian propaganda materials on the Arc de Triomphe, one of Paris’s most recognizable landmarks. Prosecutors state that he reported these activities directly to the organization’s leader via telephone.

The leader herself, described as a 40-year-old woman born in Russia, had been under surveillance by France’s domestic intelligence agency (DGSI) since early 2025. Authorities became concerned after detecting what appeared to be attempts to extract economic information from French business executives through her network of contacts.

“The evidence points to a coordinated effort to undermine France’s national interests while presenting a humanitarian face to the public,” said a source close to the investigation who requested anonymity due to the sensitive nature of the case.

A third suspect, a 63-year-old man from Seine-Saint-Denis, a department in the northern suburbs of Paris, was also taken into custody. Meanwhile, a fourth individual connected to the case has been placed under judicial supervision, requiring weekly check-ins with police.

The DGSI has documented what it describes as “actions likely to harm the fundamental interests of the nation,” which prompted the appointment of an investigating magistrate in March. The suspects face serious charges including “collusion with a foreign power,” which carries potential prison sentences of up to 10 years under French law.

This case represents part of a broader pattern of Russian intelligence activities across Europe, according to security experts. French officials have repeatedly warned about Russia’s expanding covert operations, which range from sophisticated cyberattacks and disinformation campaigns to traditional human intelligence gathering.

“What makes these operations particularly concerning is their use of seemingly legitimate organizations as cover,” explained Dr. Marie Laurent, a security analyst specializing in foreign interference. “The humanitarian pretext allows operatives to move freely, build networks, and access locations or information that would otherwise be restricted.”

The investigation is ongoing, with authorities working to establish the extent of the suspects’ connections to Russian state structures. Investigators are examining financial transactions, communications records, and other evidence to determine whether SOS Donbass systematically exploited its humanitarian status to advance pro-Kremlin messaging and collect sensitive information.

The arrests come amid heightened tensions between Western nations and Russia, particularly following Moscow’s invasion of Ukraine and subsequent international sanctions. French counter-intelligence agencies have increased their vigilance against foreign influence operations, particularly those targeting critical infrastructure, research institutions, and political processes.

French President Emmanuel Macron has previously emphasized the importance of protecting democratic institutions from foreign interference, with his administration allocating additional resources to counter-intelligence operations in recent years.

The case also highlights the evolving nature of espionage in the digital age, where traditional human intelligence operations are increasingly supplemented with social media manipulation and cyber activities to achieve strategic objectives.

As the investigation continues, the suspects remain in custody while awaiting formal charges and subsequent legal proceedings.
