Russia Blocks Popular Gaming Platform Roblox Over LGBTQ+ Content Concerns
Russian authorities have blocked access to Roblox, the widely-used American online gaming platform, citing violations of the country’s anti-LGBTQ+ legislation. The federal media regulator, Roskomnadzor, announced the decision on December 3, marking a significant escalation in Russia’s ongoing efforts to restrict content deemed inconsistent with traditional values.
In its official statement, Roskomnadzor claimed that Roblox is “rife with inappropriate content that can negatively impact the spiritual and moral development of children.” The agency specifically referenced the platform’s alleged promotion of LGBTQ+ content, which violates Russia’s increasingly restrictive laws regarding such material.
The ban follows a previous confrontation between Russian authorities and Roblox Corporation in July, when the platform reportedly removed in-game content “depicting LGBT characters and attributes of the LGBT community” at the request of Roskomnadzor. Despite these efforts to comply, Russian authorities determined that violations continued.
“We have restricted access to the platform over registered facts of massive and repeated dissemination of materials with propaganda and justification of extremist and terrorist activities, calls for committing illegal violent actions and LGBT propaganda,” Roskomnadzor’s press service told Russian news agency Interfax on Wednesday.
Russia’s crackdown on LGBTQ+ content has intensified significantly in recent years. The country first introduced legislation banning LGBTQ+ “propaganda” in the presence of minors in 2013. In late 2022, President Vladimir Putin signed expanded legislation that effectively outlaws any public expression of LGBTQ+ life nationwide. The legal framework was further strengthened in 2023 when Russia’s Supreme Court declared the “international LGBT social movement” an “extremist organization.”
Responding to the ban, a Roblox spokesperson stated, “We respect the local laws and regulations in the countries where we operate and believe Roblox provides a positive space for learning, creation and meaningful connection for everyone.” The company emphasized its “deep commitment to safety” and robust measures designed to prevent harmful content on the platform.
Roblox, which allows its 151.5 million average daily users to both create and play user-generated games, has faced challenges beyond Russia’s borders as well. Last month, the platform announced plans to implement facial recognition technology to prevent young children from interacting with adults, following several lawsuits alleging “systemic predation of minors.” According to reports, the platform has also been banned in Iraq, Turkey, and other countries over similar concerns.
The action against Roblox represents part of a broader pattern of Russian authorities targeting tech companies over LGBTQ+ content. In 2022, the Russian government fined Facebook, Instagram, and TikTok for refusing to remove such content. Language learning app Duolingo removed LGBTQ+ inclusive content from its Russian version last year following a Roskomnadzor investigation. More recently, in May 2024, Russia fined Apple in three separate cases for violating the country’s anti-LGBTQ+ propaganda laws.
The Roblox ban illustrates the growing tension between global digital platforms and Russia’s increasingly restrictive information policies. For multinational tech companies, navigating Russia’s content regulations while maintaining their global standards presents a significant challenge, particularly when core values related to diversity and inclusion conflict with local laws.
Industry analysts suggest this development could have broader implications for other gaming and social media platforms operating in Russia, potentially forcing them to make difficult choices between content compliance and market access in one of Europe’s largest digital markets.
