Russian Internet Watchdog Blocks Roblox, Citing Terrorism and LGBT Content Concerns

Russia’s federal censorship agency, Roskomnadzor, has blocked access to the popular gaming platform Roblox across the country, accusing it of “justifying terrorism” and disseminating “LGBT propaganda.” According to multiple Russian media outlets, the regulatory body claims the platform has become filled with content that could “negatively impact the spiritual and moral development of children.”

In its justification for the ban, Roskomnadzor also alleged instances of sexual harassment of minors and the distribution of intimate images on the platform. The move represents the latest in Russia’s increasingly restrictive approach to online content, particularly anything perceived as contradicting the government’s conservative social policies.

Responding to the ban, a Roblox Corporation spokesperson stated: “We respect the local laws and regulations in the countries where we operate and believe Roblox provides a positive space for learning, creation and meaningful connection for everyone. We have a deep commitment to safety and we have a robust set of proactive and preventative safety measures designed to catch and prevent harmful content on our platform.”

The gaming platform, which allows users to create and play games designed by other users, has faced growing scrutiny globally over child safety concerns. In August, the US state of Louisiana filed a lawsuit against Roblox Corporation, with Attorney General Liz Murrill claiming the platform was “overrun with harmful content and child predators.”

In response to mounting criticism, Roblox has implemented various safety features, including measures to limit interactions between adults and minors. The company recently introduced mandatory selfie-based “facial age estimation technology” to verify users’ ages.

“We’re taking this step as part of our long-term vision as a platform for all ages,” a company executive noted in a previous statement. “We expect that our approach to communication safety will become best practice for other online platforms, whether lawmakers pass laws requiring age verification for all platforms in the future or not.” However, industry experts point out that such verification systems have proven vulnerable to circumvention when implemented in other contexts.

The accusation of spreading “LGBT propaganda” aligns with Russia’s broader crackdown on content perceived as promoting non-traditional relationships. In 2013, Russia enacted its first “gay propaganda” law, which was expanded in 2022 to prohibit the “promotion” of LGBTQ+ relationships or gender transitions to people of any age, not just minors as in the original legislation.

Roskomnadzor has regularly targeted gaming companies under these laws. Just last month, the agency pressured Valve to block Flick Solitaire from the Russian version of Steam, claiming the card game was “promoting non-traditional sexualities.”

The Roblox ban affects an estimated millions of Russian users, as the platform has grown to over 250 million monthly active users worldwide. The move also highlights the increasing challenges global technology and gaming companies face in navigating divergent regulatory environments across different markets.

Industry analysts suggest the ban may accelerate a trend toward the fragmentation of the global internet, with different regions increasingly operating under distinct regulatory frameworks and content standards.

For Roblox Corporation, which went public in 2021, the Russian market represents a relatively small but growing segment of its user base. The company has not yet indicated whether it plans to challenge the ban or modify its platform to comply with Russian regulations.
