Paris Police Arrest Three Suspects for Russian Espionage and Propaganda Activities

French authorities have arrested three individuals on suspicion of espionage for Russia and promoting war propaganda, amid growing concerns about Russian interference across Europe.

The arrests are linked to an investigation into a French-Russian association called SOS Donbass, according to a statement released by prosecutors on Tuesday. The case highlights escalating tensions between Western nations and Russia as the conflict in Ukraine continues.

Among those detained is a 40-year-old Russian man who was captured on surveillance footage in September placing pro-Russian posters on the Arc de Triomphe, one of Paris’s most iconic monuments. According to prosecutors, the man subsequently reported his actions by telephone to the head of SOS Donbass.

The leader of the organization, a 40-year-old woman born in Russia, was also arrested. French counter-intelligence officials had been monitoring her activities, suspecting her of attempting to extract sensitive economic information from executives at French companies. France’s domestic intelligence service, the General Directorate for Internal Security (DGSI), had been tracking her movements since at least early this year.

The DGSI’s investigation identified what they described as “actions likely to harm the fundamental interests of the nation.” These concerns led to the appointment of an investigating magistrate in March to probe potential offenses including “collusion with a foreign power” – a serious charge that carries a potential 10-year prison sentence under French law.

While SOS Donbass presents itself publicly as a humanitarian organization providing assistance to civilians in Ukraine’s eastern Donbas region – parts of which are under Russian control – authorities appear to suspect the group of serving as a front for intelligence gathering and propaganda operations.

A third suspect, a 63-year-old man born in the northern Paris suburb of Seine-Saint-Denis, was also taken into custody. Details about his alleged role in the operation have not been disclosed by authorities.

A fourth individual connected to the case, aged 58, avoided pre-trial detention but faces significant restrictions on their movement. This suspect must report to police weekly and remains under strict supervision.

These arrests come at a time when European security services are increasingly vigilant about Russian interference operations. Western intelligence agencies have documented a rise in Russian espionage, disinformation campaigns, and influence operations across the continent since the full-scale invasion of Ukraine began in February 2022.

France has been particularly alert to these threats. In April 2022, the country expelled six Russians suspected of operating as intelligence officers under diplomatic cover. More recently, French officials have warned about increased cyber attacks and disinformation campaigns targeting French institutions.

The case also reflects the complex web of organizations Russia has allegedly deployed to advance its interests abroad. Security experts have long warned that seemingly benign cultural, humanitarian, or business associations can sometimes serve as covers for intelligence gathering or influence operations.

The Donbas region, which SOS Donbass claims to support, has been a focal point of the Russia-Ukraine conflict since 2014. Russia annexed portions of the region that year and launched its full-scale invasion of Ukraine in 2022, with control of the Donbas being a stated objective of Moscow’s “special military operation.”

As the investigation continues, French authorities have not yet announced when formal charges might be filed against the suspects. The case will likely be closely watched by other European nations grappling with similar security concerns regarding Russian activities on their soil.
