In a sharp rebuke to critics, Malacañang has dismissed allegations that only “small fry” involved in the Philippine flood control scandal are facing legal consequences, calling such claims “propaganda” against President Ferdinand Marcos Jr.’s administration.

Presidential Communications Undersecretary Claire Castro defended the government’s anti-corruption efforts during a recent “News and Views” interview on One News, pointing to tangible results in the four-month-old investigation.

“Is Sarah Discaya a small fry? Is Zaldy Co, who is now in hiding, a small fry? They are not small fry,” Castro stated. “The ICI has recommended the filing of cases and they are now being investigated by the ombudsman. The DPWH has filed cases directly before the ombudsman.”

The controversy surrounds allegedly anomalous flood control projects worth billions of pesos, which President Marcos ordered investigated earlier this year. The probe has led to several high-profile cases, including that of Zaldy Co, former representative of Ako Bicol party-list, who resigned in September.

Co now faces a Sandiganbayan arrest warrant related to a questionable flood control project in Oriental Mindoro. He has been charged with graft and malversation of public funds but remains at large, reportedly hiding overseas due to alleged threats to his life.

Meanwhile, contractor Sarah Discaya was arrested by the National Bureau of Investigation on December 18 and remains detained in Cebu. She faces graft and malversation charges over a non-existent project worth P96.5 million.

Despite these actions, opposition lawmakers have criticized the pace and scope of the crackdown. Akbayan party-list released a statement using fish metaphors to describe the situation, claiming only “anchovies” (dilis) and “ponyfish” (sapsap) have been arrested, while the “sharks” who allegedly stole billions remain free.

The criticism comes after President Marcos stated in November that most individuals charged in the flood control controversy would spend Christmas in jail. The apparent disconnect between this promise and the current results has fueled political opposition.

The Makabayan bloc, a coalition of left-leaning parties, went further, characterizing the administration’s anti-corruption promises as “empty rhetoric” designed to distract from government “failures.” Similarly, Kamanggagawa party-list Representative Elijah San Fernando urged authorities to pursue lawmakers involved in corrupt projects, not just Department of Public Works and Highways (DPWH) officials and contractors.

Undersecretary Castro countered these criticisms by suggesting opponents focus only on negatives while ignoring achievements made before Christmas, including the issuance of arrest warrants and the return of millions of pesos in kickbacks.

The flood control scandal represents one of the most significant corruption investigations under the Marcos administration. It centers on allegations that billions of pesos were misappropriated through ghost or overpriced flood control projects across the country, a particularly sensitive issue in the Philippines, which regularly faces devastating typhoons and flooding.

The Independent Commission for Infrastructure (ICI), established specifically to investigate these allegations, has been working alongside traditional anti-corruption bodies like the Office of the Ombudsman.

As the investigation continues, public attention remains fixed on whether high-ranking officials and major political figures will face prosecution or if only contractors and lower-level participants will ultimately be held accountable.
