Cyber police in Kashmir have launched an investigation into what officials describe as “secessionist propaganda” circulating on social media platforms, registering an open First Information Report (FIR) without naming specific individuals. The action follows what authorities termed “credible inputs” about content allegedly promoting separatist ideology in the region.
The case, registered at the Cyber Police Station in Srinagar as FIR No. 11/2026, marks an escalation in surveillance of online political discourse in Kashmir, a region with a complex history of separatist movements and heightened security concerns.
“It is an open FIR and nobody has been named. We have started monitoring the content in the backdrop of the FIR,” a Cyber Police official told Greater Kashmir. The investigation remains in its preliminary stages, with authorities suggesting it could expand as new evidence emerges.
The timing of the investigation has drawn attention as it comes just a day after Iltija Mufti, a leader of the People’s Democratic Party (PDP), shared a video featuring separatist leader Syed Ali Shah Geelani on social media. In her post, Mufti stated that while she might not agree with Geelani’s ideology, his video emphasizing the importance of the Urdu language was “worth a watch.”
However, officials have been careful to clarify that no connection has been established between Mufti’s post and the FIR, emphasizing that no individuals have been implicated at this stage of the investigation.
According to law enforcement sources, investigators suspect there may be a coordinated effort to amplify narratives that authorities consider problematic through various digital platforms. Officials expressed concerns that such content could potentially “fuel public disaffection, disrupt law and order, and undermine national integration if left unchecked.”
The case has been registered under multiple provisions of the recently implemented Bharatiya Nyaya Sanhita (BNS), which replaced the colonial-era Indian Penal Code. The specific sections cited—152, 196(1), and 353(1)(b), (c), and (2)—relate to offenses endangering sovereignty, promoting enmity between groups, and actions that could lead to public disorder.
Kashmir has long been a focal point for online content moderation in India, with authorities maintaining strict oversight of social media discussions related to sovereignty and separatism. Since the revocation of Article 370 in August 2019, which ended Jammu and Kashmir’s special status, there has been increased scrutiny of digital spaces in the region.
Digital rights activists have previously expressed concerns about the potential chilling effect such monitoring can have on free expression, while security officials maintain that certain forms of online content pose genuine risks to public safety in a sensitive region.
As part of their response, authorities have issued an advisory urging citizens to exercise caution while engaging on social media platforms, warning that “strict legal action would be taken against anyone found involved in creating or disseminating such content.”
The case highlights the ongoing tension between security considerations and freedom of expression in digital spaces, particularly in conflict-sensitive regions. As investigation proceeds, it will likely be watched closely by political observers, digital rights advocates, and security analysts concerned with the evolving landscape of online content regulation in Kashmir.
Cyber Police officials indicated that they would provide updates as the investigation progresses, but did not specify a timeframe for the probe or detail what specific content triggered the investigation beyond general references to “separatist ideology” and “misleading narratives.”

The timing of this investigation, coming just after a social media post by a political leader, is concerning. The authorities must ensure that their actions are not perceived as politically motivated or aimed at silencing legitimate dissent.
Good point. Maintaining public trust and the appearance of impartiality will be crucial for the effectiveness and credibility of this investigation.
This investigation raises valid questions about the boundaries of free speech and national security in Kashmir. The authorities must be mindful that overzealous censorship can backfire and further inflame tensions, rather than addressing the underlying issues.
Agreed. A nuanced approach that prioritizes dialogue, conflict resolution, and the protection of civil liberties would be more constructive in the long run.
While I understand the authorities’ concerns about ‘secessionist propaganda,’ this investigation sets a worrying precedent. The line between legitimate political discourse and ‘propaganda’ can be blurry, and heavy-handed measures may do more harm than good.
Exactly. The authorities need to tread carefully and ensure that their actions are proportionate, transparent, and consistent with international standards of human rights and democratic freedoms.
Investigating ‘secessionist propaganda’ online is a concerning move that could have a chilling effect on free expression. The authorities should focus on addressing the root causes of unrest in Kashmir rather than clamping down on dissent.
I agree. Tackling the complex political and social issues in Kashmir through open dialogue and addressing grievances would be a more constructive approach than heavy-handed censorship.
While the authorities have a responsibility to maintain stability, this investigation risks undermining the democratic principles of free speech and political discourse. I hope the process is conducted with utmost care and transparency.
Absolutely. Striking the right balance between security and civil liberties is critical, especially in a region with a long history of unrest and conflicting narratives.

Agreed. The authorities need to tread carefully and ensure a fair and transparent process that doesn’t stifle legitimate political expression, even if it’s critical of the government.
This is a complex issue with valid concerns on both sides. The authorities have a duty to maintain public order, but they must also protect the right to free speech and political dissent. I hope the investigation is conducted impartially and with restraint.

This investigation highlights the delicate balance between national security and protecting civil liberties. The authorities must be vigilant against true threats, but they should also safeguard the democratic right to freedom of expression, even for unpopular views.
Well said. Excessive crackdowns on online speech can backfire and further alienate the local population, which could exacerbate the very issues the authorities are trying to address.
